Noah Cyrus, Miley's Little Sister, Celebrates 13th Birthday In Mini Dress, Red Lipstick (PHOTOS)

Whoa, did all of Miley Cyrus' hair grow back? And turn itself brown again?

Nope, that's just her little sister, Noah Cyrus, a walking Miley doppleganger. Noah was spotted out and about, in true celebrity fashion, on her way to her 13th birthday party... wearing a black mini dress and bold red lipstick. Oh, and her party was at Hollywood's Level 3 nightclub.

Parents and fans alike can debate whether it's appropriate for a young teen to have her birthday bash at a nightclub (an increasing trend among the celeb set). But what we can say for certain is that Noah's strong red lipstick, along with the shiny red jacket, a Union Jack purse and miles of bared leg, were all stunningly bold choices.

Then again, this is the same Noah Cyrus who at 10 years old, sang about drinking beer and boys "trying to touch her junk" in a riveting Internet performance of Ke$ha's "Tik Tok." Like her older sister, Noah's got life experience way beyond her years.
