In the wake of President Obama's proposed gun laws, a few states are claiming sovereignty when it comes to enforcing said laws. One of the worst offenders: Mississippi, where lawmakers are pushing for a "nullification panel" whose intended purpose would be to block the enforcement of federal legislation they deem unconstitutional.

Colbert was ready to make fun of this, but instead cracked up at referring to Rep. Jeff Smith as a "man whose toys come to life at night." Watch the clip of Tuesday's "Colbert Report" above for Stephen's rare breaking of character.
