WASHINGTON -- Two congressmen who represent Detroiters are asking nonpartisan investigators to review the state's emergency financial manager law and determine whether it has been misused or ineffective, just as an EFM is set to begin working in Detroit.

Democratic Reps. John Conyers of Detroit and Gary Peters of Bloomfield Township sent a letter to Comptroller General Gene Dodaro asking for a General Accounting Office investigation into the use of any emergency manager laws and history in Michigan.
