Detroit -- The city's computer systems are so antiquated that officials struggle to keep track of the most basic municipal functions, creating a huge hurdle for Emergency Manager Kevyn Orr as he works to overhaul Detroit's finances.
In his report to creditors Friday, Orr identified technology upgrades as a priority, echoing concerns from other city officials. The lack of modern systems hurts the city/s ability to collect income taxes, administer grants and pay vendors on time, among other responsibilities, they say.
