Damage Caused By NSA Disclosures Unknown

WASHINGTON — A top National Security Agency official says the disclosures by NSA leaker Edward Snowden could be very harmful, but it is too early to tell whether he has already damaged U.S. national security.

Deputy Director John C. Inglis says it's not known whether U.S. adversaries are finding new ways to avoid detection.

Inglis testified before the House Judiciary committee Wednesday along with other key intelligence officials. Lawmakers are considering curtailing the government's authority to sweep up millions of phone records after Snowden disclosed how vast the program is.

Rep. Ted Poe, R-Texas, said some members of Congress wouldn't have known about the surveillance without Snowden's disclosures. Poe said, "I don't like him at all, but we would never have known about this if he hadn't told us."
