Ciudad de México, 12 de agosto (SinEmbargo).– El Presidente Enrique Peña Nieto firmó y presentó esta mañana de lunes su iniciativa de Reforma Energética, que incluye cambios constitucionales para dar más concesiones a empresas privadas; también solicita abrir la generación de electricidad, que en México es facultad exclusiva del Estado.
Presidencia de la República, al mismo tiempo, lanzó una campaña en su sitio web destinada a contrarrestar la posición de quienes se oponen a la propuesta de Peña Nieto. “Que no te engañen”, dice, y agrega como slogan: “No a la privatización, sí a la Reforma Energética”.

En la ceremonia realizada esta mañana en la Residencia Oficial de Los Pinos, acompañado de su Gabinete Legal y Ampliado, el Presidente expuso que México se encuentra ante una oportunidad histórica y el país tiene la opción de emprender una Reforma Energética “en beneficio de los mexicanos”.
Tanto el Presidente como su Secretario de Energía, Pedro Joaquín Coldwell, plantearon un panorama energético negro si esta reforma no es alcanzada.
La propuesta incluye modificar los artículos 27 y 28 de la Constitución; abre a los privados la posibilidad de generar su propia electricidad. También “confirma la propiedad de la Nación sobre los hidrocarburos y permite aprovechar aún más los hidrocarburos”, según Peña.
Peña Nieto citó al Presidente Lázaro Cárdenas del Río, un símbolo de la industria petrolera mexicana por su decisión de arrebata la explotación de los hidrocarburos a los extranjeros.
“Esto [una reforma] ya lo logró el país alguna vez, cuando el Presidente Lázaro Cárdenas dio un paso definitivo al expropiar, hace 75 años, las empresas petroleras y crear Petróleos Mexicanos”, dijo. “También dictó una reforma al 27 constitucional, que permitía concesionar empresas extranjeras conservando la rectoría del Estado”. El discurso fue transmitido por el sitio web de Presidencia de la República. Sin embargo, posiblemente por la demanda de usuarios de internet se cayó varias veces (presidencia.gob.mx).
El Presidente resumió en cinco puntos su propuesta:
1. El que retoma, palabra por palabra, lo expuesto por el Presidente Lázaro Cárdenas; es decir, concesionar, cuando así se considere, contratos a particulares. Son contratos de utilidad compartida.
2. Un nuevo régimen fiscal para Pemex, con el que el Estado mexicano actuará no como un recaudador de visión de corto plazo.
3. Las áreas de exploración y producción de Pemex reforman sus actividades.
4. Mejorar las condiciones de rendición de cuentas y transparencia de Petróleos Mexicanos.
5. Establecer nuevos criterios para el contenido nacional de Pemex.
El otro gran apartado se refiere a la electricidad, con los siguientes puntos:
• Se reforma el Artículo 27 para permitir la participación de particulares en la generación de electricidad. • El Estado mantendrá en exclusividad el control del sistema eléctrico así como la red de distribución.
• Se fortalece a la CFE mediante un mejor esquema organizacional.
• Se refuerzan las falcultades de la Sener y de la Comisión Regulatoria de Energía.
• También se refuerzan las energías verdes.
Afortunadamente, destacó Peña Nieto, el Pacto por México ha generado el ambiente de diálogo para poder discutir esta Reforma y “estoy seguro que será discutida con responsabilidad por el Constituyente permanente”.
Con la Reforma, agregó, los mexicanos continuaremos siendo dueños de los recursos. “Pemex y CFE no se venden ni se privatizan, se fortalecen”, insistió. La Reforma Energética tiene como objetivo beneficiar la economía de las familias mexicanas, generar más empleos y fortalecer la soberanía nacional, planteó.
