Scandinavian countries have a 33 percent lower recidivism rate than America and the prisons there are so low key that can be mistaken for office buildings.

So what is the purpose of prison? Is it to punish wrongdoing and discourage law-breaking, or is it a political tool to repress communities of color and those who would seek to undermine the status quo. HuffPost Live explores this subject in the video above.
