Girl, 11 Dogs Rescued From 'Horrendous Conditions' (GRAPHIC PHOTOS)

Two parents in South Carolina have been arrested after police said they discovered the couple's child and 11 dogs living in "deplorable conditions."

Richland County deputies responded to the home Oct. 29 after a neighbor called to complain that Paul and Melanie Howard, both 44, had been stealing electricity.

In a news release, the sheriff's office said the parents showed "no regard" for the health and well being of the 11-year-old girl and the dogs.

Photos of the inside of the residence released by the department show feces and trash everywhere. The animals and child had been living in those conditions for months or longer, Sheriff Leon Lott said. In one of the disturbing photos, a dog's face appears to be matted with excrement. That dog was missing a limb and could no longer see, according to the release.

Dogs, Child, Rescued From Deplorable Conditions

All 11 dogs were taken in by Pawmetto Lifeline, which will care for the neglected animals. Those in the area are urged to call the shelter to help care for the animals at 803-622-4748.

The suspects face charges including neglect of a child and felony animal cruelty.
