Former Rep. Doug Ose has lost his bid to represent California's 7th District.

Ose challenged freshman Rep. Ami Bera (D-Calif.) with the backing of Karl Rove's Crossroads GPS. Ose, a Republican, previously served in Congress from 1999 to 2005.

The contest was the nation's most expensive House race, topping $20 million.
