A New Patriotism


Today, President Obama, who inspired us all with his pledge to "make service a cause of my Presidency" will sign the Edward M. Kennedy Serve America Act. This legislation, which Obama boldly called for in his February Address to Congress, is a milestone for the service movement, and the largest expansion of civilian service since the Depression Era Civilian Conservation Corps. In addition to honoring Senator Kennedy for his tremendous leadership in public service, it received strong bipartisan support with the Senate voting in favor 79 to 19 and the House voting 275 to 149.

But the Serve America Act is more than a service milestone. It contains the seeds for developing a new public philosophy for how we attack an array of persistent societal challenges, from the high school dropout crisis, to poverty and homelessness, to climate change.

For the past 75 years, America has been governed by two major public philosophies. First, in response to the depression and then World War II, Franklin D. Roosevelt (FDR) completely transformed the role of the federal government. He established it as the center of energy, new ideas, solutions, delivery mechanisms and regulation with his whole alphabet soup--for every problem start a new federal government agency--approach.

FDR's governing philosophy lasted until Ronald Reagan, who in his inaugural address, flipped FDR's philosophy on its head when he said: "Government is not the solution to our problem, government is the problem." Reagan tapped into a feeling that government had grown too bureaucratic and resistant to change. Reagan's governing philosophy began to run out of gas with the Katrina disaster of 2005 and then ended with the complete melt down of the financial markets last fall. We've discovered if we simply view government as the problem, we end up with ineffective government.

Further, neither FDR's philosophy nor Reagan's is appropriate for the unique challenges and opportunities we face today. President Obama acknowledged this stalemate when he stated in his Inaugural address: "The question we ask today is not whether our government is too big or too small, but whether it works."

It is not surprising we would be searching for a new public philosophy at this time.

As Arthur Schlesinger Jr. argued, American history moves in cycles between "public purpose" and "private interest," a cycle that begins anew approximately every 30 years. It has been 30 years since the Proposition 13 California Tax revolt of 1978 which propelled the Reagan revolution, to the election of Barack Obama in 2008. And, we are now, at the beginning of a new cycle of reform. Both political parties, if they are smart, will compete to be the party of reform and to define a new public philosophy. The one that does so most successfully will likely govern the country for at least the next generation or two.

What are the key elements of a new public philosophy and how does the Kennedy Serve America Act advance it?

The first key tenet of a new public philosophy should be we need Big Citizenship not Big Government. (My partner in founding City Year, Michael Brown, coined the phrase Big Citizenship 15 years ago.) In developing a new approach to addressing our 21st Century challenges, we need to look to what has always been America's greatest natural resource - We the People. From our revolutionary citizen soldiers, to the numerous voluntary associations that so impressed De Tocqueville, to the abolitionists, the suffragists, trade unionists and the civil rights marchers, it has always been citizens that have led great change in America.

The Kennedy Serve America Act provides for a new citizen army to tackle our pressing problems in education, the environment, fighting poverty, public health and supporting our Veterans. It establishes issue focused corps while growing AmeriCorps from the current 75,000 people a year to 250,000 people a year. It encourages millions of Americans to engage in traditional volunteer service through a new volunteer generation matching fund, Volunteers for Prosperity which will support work overseas, new service learning efforts in schools and on college campuses and more.

Second, a new public philosophy needs to look to entrepreneurs and innovators in both the private and social sectors to create the new solutions for our most pressing challenges.

This has worked throughout our history. Entrepreneurs invented the innovations of first the industrial revolution and now the information revolution that has made our economy the most productive in the world. And social entrepreneurs invented the public school, the public library, the settlement houses and so much more that has sustained our civic life.

The Kennedy Serve America Act recognizes the social entrepreneurship revolution. It establishes a new "Social Innovation Fund" to take promising innovative organizations to scale. It also provides fellowships to seed new generations of social entrepreneurs from Millennials to Boomers, who will invent the next Habitat for Humanity, Harlem Children's Zone, Share Our Strength, Teach For America or Youthbuild.

Third, rather than looking to government alone to address our problems, or relying exclusively on the private marketplace, we need new partnerships among government, the private sector, and the non-profit sector each doing what each does best.

For every issue we confront, we need to ask: What role can citizens play in solving this problem? What role can entrepreneurs play? What role should the government play? What should the private sector do? And what should the non-profit sector do?

21st Century solutions and systems will need to engage all five sectors in powerful combinations, if we are going to invent the new holistic solutions to our challenges.

In particular, the government's role should continue to change from being the primary deliverer of services, to one of setting big goals, establishing the rules of the game, conducting oversight and regulation, and using incentives by growing what works, and eliminating funding for programs that fail.

The Kennedy Serve America Act recognizes this new role for government and the need for new public-private partnerships. Its new programs are not federally run like the 60's era Peace Corps or VISTA. Rather, they will be established through the Corporation for National and Community Service funding the best local, state and national organizations through a competitive grants process that requires matching funds from the private sector.

Fourth, a new public philosophy recognizes that we need to modernize. We need to take full advantage of the myriad of possibilities for new technological breakthroughs to empower citizens, make government more effective and efficient, and new partnerships possible. As President Obama has argued we need "Ipod Government."

Modernization also means while not relying exclusively on the private market to meet our needs, we do need to use time-tested market principles in constructing new solutions. These include: competition, transparency, accountability, choice, standards to measure effectiveness and experimentation. We need to recapture our risk-taking spirit and move beyond stultified bureaucracies.

What should we call this new Public Philosophy for the 21st Century? Perhaps a New Patriotism sums it up best. For, at its heart, this new public philosophy and the Kennedy Serve America Act is an attempt to call on all citizens and sectors to put country before self interest, to say that we need all hands on deck if we are finally to come to grips with our pressing challenges in education, health care, the environment, poverty and more. Another great Kennedy challenged us years ago to "Ask not what your country can do for you, but what you can do for your country." All of us, as individual citizens, as companies and organizations, and as communities, need to reflect upon that "ask not" question and to the best of our abilities live up to its challenge if we are to seize the opportunities and meet the test of our times.

The Kennedy Serve America Act is a major step towards our doing so.

I never have had problems with VOLUNTARY service. I think all government programs should be voluntary. But, how long before we get a propagandist in the White House that uses his power to start another war, economic crisis or other tragedy and the supposedly voluntary aspect of this bill becomes MANDATORY? That is why bills like this are so dangerous.As long as the American people keep the pressure on their government, this law should be good. If we become apathetic or lazy, well, GOD HELP US ALL!

My understanding is that one of the major points of the program is to involve the people their government. The nature of a democractic government , and the freedoms it bestows, are not just a right but a responsibility. If we are not actively engaged we run the risk of losing those freedoms to those who would usurp the power of the people for their own selfish ends. The last eight years were a perfect testimony to what happens if the people are not vigilant. As for the mandatory aspect of the service, remember that education is mandatory, and I see no problem with making this part of education. There will always be those who will try to twist any and all aspects of government for their own purposes, which is why we need to stay actively involved in the process. (If the people, including our representatives-had gotten involved earlier the last eight years would have been very different.) This progam is designed to give our youth the tools to do just that.

As a school teacher I see no problem with this. Many of my fellow educators already spend volunteer time in the service of their country and other organizations. I also, see many of them giving, giving, giving long hours at school which are volunteer hours. People don't know when teachers have parent meetings in the evenings that none of this is paid. I have already raised three beautiful children. Every club my children belonged recruited mom and dad for the cause. Sometimes my children were the first to be hired because people knew they would work. They saw them out working for organizations. There is no better way to raise up a child then to show them how to give. If it isn't a church group, a school function, etc. There are so many opportunities. I realize that many people have to work but, even an hour a week could be given . I see parents volunteer in the schools all the time. I see groups come to read to the students. This type of activity makes our communities work. Senator Kennedy has done a wonderful thing here. I am excited at the great changes that are beginning to take shape. I pray for our President every night. I have always loved my country but, I am very proud of our new President. I have some youth left in me and this may be the most important ride I ever took. "This is our country people, let's serve"!

Lets see congress make a move to show America how they are changing! how about a 10% pay cut, for governmental employees (ALL) No one takes lobby money that isn't donated to charity. And, term limits of 4 years are put into action. Come on Washington get with the program, show us your support for America! We are sacrificing, how about you!

I don't want to have anything to do with these "new patriots", people who are only patriotic because their guy won the election.

No way. I have no desire to pay for a two year community college for every 18 year old in this country. People in this country who never have done anyone any harm and have spent years working being productive members of society are facing home foreclosure, going hungry, and getting taxed on whatever they can earn doing crappy jobs and need help! How about giving them the $ 6 bill Dear Leader wants to spend on the ungrateful youth of this country? How about giving them these jobs?, How about stop taxing unemployment benefits entirely?

And, why not make that 4 year college a payback for 4 years of military service?

Why do you assume that all the youth in this country would be ungrateful? Following that logic, any child who complains about having to go to school, or having too much homework, shouldn't be forced to attend. I am sure many parents and teachers can testify to the fact that their kids were anything but grateful for being forced to undergo mandatory education, at least at the time they were having to do it. That said, I am sure there are many who would welcome the opportunites this program provides.
As for your comment about 4 years college as a payback for 4 years military service, at one time this was in fact part of the G.I. bill-you should contact your representatives and tell them that you support reinstating it.

Just reading all the preceding comments shows me clearly were we are at.
The only concensus I see is that public service is good, but....

I advocate for mandatory public service of two years for all who graduate High School, not deferable.
They could chose from an array of services, including but not limited to the military.
Public NATIONAL service at that age would instill the ethical grounding we now lack in our youth.
(We also lack it in every other age group as well, but it is too late for established folks.)
As they then move along to become tomorrows leaders in whatever fields of endevor, they would take that early, proud service with them.
Then on to fully paid 4 year university education for every one of them.

For those that don't graduate a mandatory 6 year stint in the military with no option as to which or what kind.
They would go where assigned based on the needs of the military, not their own desires.
A whole lot less gang activity and other disfunctional behaviours, including teen pregnacy, and a lot better kinds of people would result.

Allow (encourage?) judges to sentence drug users to similar though much more regimented environs as well.
6 months of prison/bootcamp then 5.5 years of service in heavily controlled surroundings.
Addicts no more.

Our kids would be healthy. Our nation too.

While I applaud the effort in the Kennedy Act I fear selfishness will make it moot.

I really hope your not serious. Do you not see how everything you have said is completely contradictory to what it means to be American? You obviously stand by your position and believe that a boot camp of yelling drill instructors can turn people around to being good people. Making someone do something they don't want to do really does make a more creative set of human beings who are ready to hit the world with their new exciting ideas. What you plan on instituting is the complete antithesis of the Constitution and if you happen to be an American citizen you should have your citizenship revoked.

Here is my thought, not everyone is a hawk. Not everyone wants to serve their country by joining the military. But, ask anyone who has served his country through joining the military if that doesn't give him a sense of ownership and pride in his country. This person invested in the country and that investment brings about participation for the rest of their life, in and out of service. The same can be said for other forms of service. We feel we have a say when we are invested in something.

Ask your republican friend to help you, or your ask your politician to come up with a republican plan. On second thought read the REPUBLICAN BUDGET PLAN! All 19 pages and see if you find something in there that works. Ask THEM to solve your problem. Do you prefer our government continue giving our tax dollars to the corporations as they have for the past 8 years? For 8 years you paid the corporate tax break/cuts and didn't whine, and before that with Reagan. When it's finally being redirected to the citizens you have a tamtrum. Unbelievable.

The treasury is a heartbeat. The money is suppose to come back to us, stimulate, and flow back and forth... not to Blackwater and Halliburton, Bush, Cheney & Friends.

Can anyone tell me what is used to determine that prior experience with Americorps was indeed successful?
Granted it it was probably a nice experience for those who participated.
But, what problems did it address successfully? Where did its participants go, did they move on to successful business careers, did they continue in the volunteer service oraganization, did they go on to become leaders in ACORN?
Like all individulas who promote a new and better program to encourage better citizens, more nationalistic behavior, etc. what is the data that this will change anything? Do the graduates work longer hours for less and agree to pay more taxes? Do they work for free after leaving the program?

In the end, the problems of the US will not be solved by creating another governmental training ground for citizenry. Even Big Citzenry. They will be solved by the hard work and taxes paid by the successful employers, small businees leaders and entrepreneurs and the efforts of a few politicians willing to take on the majority to protect the breadwinners from the breadtakers.

It gives me back-flashes from my student years in Romania, and the mandatory "volunteer work". It is bad enough that Ivy Leagues accept students that study less and volunteer more, with the result that we lost our competitive edge in the world, now we will all be measured by how involved we are in the community, like it or not. Whenever an optional program becomes mandatory (make no mistake, it is mandatory through social pressure), it is the beggining of the end of individual liberties

I agree with you. Even military service is not mandatory. It is all volunteer army. The Peace Corps is not mandatory. Mandatory service defeats the purpose.

Actually, yes, a lot of AmeriCorps participants go on to become community leaders. You have to understand, a good deal of the program involves improving economic security. So you work in your community to promote local development and a healthy economy.

I myself worked around hunger and food. So we did community food assessments to find out how everyone eats in a certain area, and looked at ways to improve that and give people access to good, affordable food. This is accomplished through social service interventions (getting people to maximize nutrition assistance programs, i.e. getting money into the community), as well as promoting small business and markets (farmer's markets, farm shares, food co-ops, supermarkets, fresh food street carts, etc.), and knitting the two together to build both prosperity and health, a virtuous cycle.

These programs require the ability to think big and connect the dots and to work creatively with diverse interests, both public and private, marrying the best from both worlds, as Khazei mentions. These lead to careers as business and nonprofit leaders, public service, researchers, planners, and problem solvers. That is the kind of work he's talking about, and it's the thinking that will build shared prosperity, in the spirit of mutual self-interest, as we move our country forward.

President Obama just finished speaking. He warmed my heart. I live in Cleveland, OH. A hard hit area. Problems in Cleveland, didn't start with President Obama, but I hope our problems turn around with President Obama's guidance.

People should be able to feel patriotic. People should care about their fellow man, whether patriotic, or moral. Part of the problems today, stems from the lack of care for ones fellow man. There is enough for everyone, if personal glutney and selfishness gets out of the way.

It's time to turn things around in America. People knew we were heading in the wrong direction. That's how Barack Obama won! People want a new direction. We must work to stop the right-wing spin machine from changing our course back to more of the same.

The spinners will be spinning. It's time to hold spinners accountable. Shame them for spinning 'talking points' for the right. We voted for President Obama to enact change, we must back him up. Don't let 'talking points' control your views. 'Talking points' are not helpful, they are spun propaganda and we need to realize, it's done with purpose. It's not done, with us in mind. Spin is spun for self-serving politicians and misguided individuals. It's time we kick spin to the curb and let facts guide our future. Spinners spin fact and distorted fact as equal. That must change! We must hold them accountable! Truth should win, over spin! One voice at a time!

I like the idea of service , but I don't like the idea of it being mandatory. I would have rather seen a year or two's service that helped pay for college or trade school, paid a stipend, room and board, and had medical insurance that was offered up to the kids of families that couldn't afford college, etc.

Of course I'd like to see it offered to all Americans, not just kids and seniors.

So rule of law means nothing? All one needs to do is say we're progressing and any violation of the limits set on the Federal government can just be ignored? We've already heard from Mr. Obama that he sees the Constitution as being in his way, is that truly what one who takes an oath to uphold it should be saying? Go ahead..someone show me where in the Constitution any authority for such a thing as the writer here presented. If those who hold office will not abide by rule of law, what then constrains the ordinary citizen to do so? If those in power will unlawfully seize revenue for their whims and agendas, should they then just expect us who have not consented to these acts to just meekly accept them. I can only remind others that this country was established in response to Constitutional violations by Great Britain., and that though we may patiently suffer unjust usurpations, we reserve the right to remove those who act unlawfully should we deem it necessary to our happiness.

You are quite right, the Constitution is in his way, it was written for the express purpose of protecting the people from the Government. Those who hold office have not and will not abide by the rule of law. What constrains great men and women to rule of law is there principles and values. These are not in the vocabulary of politicians. When will our Government rule by the Constitution and stop trying to create emotional out bursts from the people they represent.

Also, upon passage, all members of Congress, Cabinet, and Appointees to Direct DoD, Justice, etc. would be required to do one month of active service under the same plan with a suitable bootcamp at Ft. Bliss for the age groups.
