D.C. Councilmember, Ward One

Jim Graham (Democrat) represents Ward One on the Council of the District of Columbia. He is chairman of the Committee on Human Services, which has oversight of Department of Human Services, Department of Disability Services, and Department of Youth Rehabilitation Services, among other agencies. A driving force behind the implementation of rent-controlled housing in the District, Councilmember Graham created a “bill of rights” for tenants, and ending abusive, illegal evictions of tenants. Councilmember Graham served as the Executive Director of Whitman-Walker Clinic from 1984 until the start of his service as a Councilmember in 1998. He has served as an adjunct professor at Georgetown University Law Center and George Washington University. A graduate of Michigan State University, Councilmember Graham received a J.D. degree from the University of Michigan Law School and an L.L.M. from Georgetown University Law Center.
