John F. X. O'Brien

John O'Brien was elected to the Maryland House of Delegates in 1966, reelected in 1970 and 1974. In 1970, he was selected as one of two members of the Maryland General Assembly, as an outstanding legislator by the Eagelton Institute of Politics of Rutgers University. O'Brien served as Legislative Liaison and Chief Legislative Officer for former Governor Harry R. Hughes of Maryland. He also served for three years in a State Cabinet position as Maryland Secretary of Personnel as well as served at a Maryland Water Utility for 10 years, five as Personnel Director a
