Stephen P. Groff

Vice-President, Asian Development Bank

Stephen P. Groff is an economist and the ranking vice president of the Asian Development Bank (ADB) where he has served since September 2011. Previously, he served as Deputy Director for Development Cooperation at the Paris-based Organisation for Economic Co-operation and Development and as Deputy Vice-President for Operations at the Washington-based Millennium Challenge Corporation. He has also worked for the U.S. Agency for International Development, the U.S. Refugee Program and as a U.S. Peace Corps volunteer. At ADB, Groff is responsible for operations in East Asia, Southeast Asia, and the Pacific, amounting to $5 billion in new lending every year, an existing portfolio of $31 billion and overseeing 650 staff. Groff also serves on a number of advisory boards, including the World Economic Forum’s Regional Strategy Group on ASEAN, Bretton Woods Committee, China Council for International Cooperation on Environment and Development, Marine Stewardship Council, Modernizing Foreign Assistance Network, and the Global Footprint Network.
