As I write this, the motivation behind the shooting of my friend Gabby Giffords and eleven others isn't clear. We don't know what prompted the shooter to show up at Gabby's Congress on Your Corner at a Tucson grocery store with a semiautomatic pistol and the motivation to kill innocent people. We don't know if it was unmitigated hatred and misdirected rage or paranoid delusion. We don't know if was politics -- aimed at Gabby's courageous stands on health care and immigration. I suspect in the end, we'll learn it was a combination of factors that led this young man to go on the rampage that shook the nation.

In a way, though, it doesn't really matter what prompted this act of senseless violence. What really matters is that we do everything we can to prevent it from happening again. And the first thing we can do is to crank down the rhetoric a few notches.

I work in a world of words -- words that inspire, words that persuade and, increasingly, words that can send the message that it is acceptable to hate. All of us -- no matter our party affiliation or political persuasion -- must accept this fact and take responsibility for the environment these words help create.

No one should think that one side or the other of the political spectrum is without blame. Whether it's a conservative politician publishing a map with a bullseye on Gabby's district or a liberal blogger saying Gabby is "dead to me," too many have forgotten what it means to be able to disagree without being disagreeable.

A good place to start a more civil dialog would be for my Republican colleagues in the House to change the name of the bill they have introduced to repeal health care reform. The bill, titled the "Repeal the Job Killing Health Care Law Act," was set to come up for a vote this week, but in the wake of Gabby's shooting, it has been postponed at least until next week.

Don't get me wrong -- I'm not suggesting that the name of that one piece of legislation somehow led to the horror of this weekend -- but is it really necessary to put the word "killing" in the title of a major piece of legislation? I don't think that word is in there by accident -- my Republican friends know as well as anyone the power of words to send a message. But in this environment and at this moment in our nation's history, it's not the message we should be sending.

During the summer of 2009, the debate on health care reform was emotional and intense. At its best, it represented the free exchange of ideas that makes this country great. At its worst, it generated death threats and acts of violence. Personally, I think it's a waste of time when we should be focusing on more pressing matters like the economy and the deficit. But the Republicans are running the House now and they have the right to set their priorities. At the same time, they have a responsibility to help turn down the temperature on the nation's debate and help restore an element of civility to the discussion. Changing the name of what they consider to be their signature piece of legislation would be an excellent place to start.

It will be much harder for them to have a vote now it seems. Just not in the cards considering. That might be one of the legacies of the shooting-- no effort to kill health care.

What exaclty do they want in repeal anyway? An end to hospice care?

kicking 26 year olds off their parents' plans?

Job Killing Health Care Law Act, Death Panels, Death Tax, Gay Agenda, Liberal Media....and the list goes on....appealing to the lowest denominator which makes up their base

This is just Chellie's attempt for 15 minutes of fame. She refers to Giffords as "my friend." Who cares what the bill is called. "A rose by any other name would smell as sweet."
We do not know why this man did this but I doubt it was due to Gabby's courageous stand on healthcare and immigration. We do know that as early as 2007,way before the tea party movement, he became fixated on Giffords, and,in fact, disliked her.

Oh yeah..That needs to be changed. Sounds juvenile.

Thanks for your article. I agree, the name of that bill is a joke (at least), and maybe a disgrace. It certainly insults the intelligence of the American people.

Since 9-11 I have witnessed my country become more unhinged, more devisive, with a nasty twist to how those one disagrees with are dealt with. Since every American has a constitutional right to guns & ammo, why isn' t there a constitutional right to health care? Why is one decorated for killing another human being in a war, yet is still drummed out of the military for loving one? Why is a country that prides itself on being so religious condone not extending immediate Medicare benefits for hospice for a terminally ill uninsured person? Why have mental health services in this nation been so cut out that there are literally few beds for the truly psychotic? Why are there so few community mental health out-patient clinics anymore? Why are the 99 weekers suddenly thrown to the wolves with no further unemplyment benefits when the jobs are still shrinking at an enormous rate? Why are the ranks of the bankrupt growing (65%) because of health care bills? For me, the paradoxes hounding the nation are reaching a tipping point. I pray it will not result in more violent & more unhinged behavior. I do know this: our way of life will change from this, maybe to a country you won't recognise anymore.

Americans have a right to buy guns and ammo. Nobody gets free guns and ammo. Good analogy. How can anybody think they have a "right" to steal from others to purchase health care that they refused to pay for, while paying big bucks for cell phones, cable TV and SUVs. No money left over to pay the doctor, AMERICA must PAY. Er, no. And to force doctors to work for slave wages? Doctors will flee. "Free" health care will be horrible, few low-quality doctors will provide service to the multitudes.

Ah, nevermind. This will likely never happen. Defund in 2011 and Repeal in 2012. YES!

I completely agree with you. When I heard the name they put on that bill, all I could think was Frank Luntz. It is just that sort of word use he comes up with for Republicans in order to scare the electorate. Think about the death panel handle. Words do have consequences and affect. I hope you suggest the change to Speaker Boehner.

Are you trying to distract from what just happened? It's not the word "Kill" that is the problem, is the use of violent words and images targeting liberals from the conservatives that is the problem.

The democrats should start calling their esteemed GOP colleges "the job killing Republicans".

As in: "once again the Job killing GOP is proposing killing more jobs and busting the budget"

Good idea. We certainly mustn't talk about death, or killing. So definitely change the name of the proposed Obamacare Repeal Act to something warmer, friendlier, more inviting.

Now since repeal would have several effects, here for each one is a suggested name (in parentheses) reflecting that effect:
1. Insurance companies will again be able to drop people upon their becoming sick -
(Insurance Company Sickness Prevention Act);
2. Insurance companies no longer will have to cover children with pre-existing conditions -
(Insurance Company Sick Child Avoidance Act);
3. Young adult children will have to fend for their own insurance at age 21 instead of 26 -
(Young Adult Early Introduction to Health Insurance Act);
4. Insurance companies again can impose lifetime limits, and annual limits in coverage -
(Insurance Company Loss Limitation Act);
5. Preventive care will no longer be covered -
(Insurers Pay When You're Sick (only)); and last but not least
6. The Medicare D "donut hole" in all its glory, will be joining us again -
(The Medicare D "donut hole" Health Enhancement and Restoration Act).

That's right; gotta have healthy donut holes!

It just points to the simple fact that the gop is a party of 5 year olds. They chased all the adults away. They don't have productive words so they retreat into lock and load mode.

Forget about the title; what I don't understand is why introduce a bill that's not going to pass anyway, or would be vetoed by the president if it did pass.
05:01 PM on 01/10/2011
Why? To fullfill a campaign promise. It doesn't hurt a thing to ask; especially if the worst that can happen is for the president to say "no".
01:52 AM on 01/12/2011
just a publicity stunt and also to engage their base... to get campaign contributions
03:39 PM on 01/10/2011
I agree, the health care bill is not a jobs killer. There is going to be hundereds of thousands of jobs created by the new health care bill...GOVERNMENT jobs!. There are 159 new boards, bureaucracies, and programs created by this new legislation. What a wonderful thing government is!

Then change the name of the HCR bill from the affordable health care act.

$1.055 Trillion is not affordable.

"words can send the message that it is acceptable to hate"---words can send all kinds of messages. The listener needs to decide what he or she is going to believe.
