HuffPo headline: "Should The U.S. Spend $9.5 Billion To Stop Invasive Species?"

Real question: Should the US spend $9.5B to stop invasive species already in the Chicago area from getting to the other side of the Chicago area?"

The number would be ridiculously low, if it were supposed to address the entire problem of invasive species nationwide. For something that just separates the Great Lakes from the Mississippi, it's reasonable.

"....could be done if the average household in the Great Lakes basin paid about $1 a month through 2059." And the first of MANY TIthe-Taxes that will never end, like the Spanish-American War tithe-tax on your cell phone bill.

This happens to be a drainage I'm familiar with.
"In their report, the two groups call for placing barriers at key points to cut off the flow of water between the two drainage basins by 2029."
