What this tells me, as a federal employee, is that the rank and file of the EPA - who went to work there because they DO care about the environment - are standing up to the Bush Administration appointees at the top and are doing the work they signed up to do.
I bet we will be seeing more and more of this in other agencies. It is my experience that the average civil servant is very committed to the health, happiness and safety of the American people we work to serve and the vast majority of us are very, very happy with our new “boss”.

We have to stop the burning of trash to make electric power too. DIXIONS are released when they burn trash.

Beware. Example: Many of the 'dirty' power plants* have not been removed from service, but shipped to third world countries, often with the aid of the US government. These regulations need to take into account the entire world. Stopping the building of new plants is only one step. We need to be responsible for what we inflict on the rest of the world as well.

* The wood chip fired power plant owned by Louisiana Pacific, nicknamed 'Dirty Harry', was decommissioned and shipped to Thailand where I believe it is still operating.

Sadly, this is true of many Western Nations. Decommission --> ship to Asia.

Out of sight, out of mind will only work for so long.

For the EPA, this is extraordinary. They've let the coal power industry skirt the New Source Review provisions of the Clean Air Act for years. If it stands, it gives me a little hope.

I'm a bit flabbergasted. Imagine the Environmental Protection Agency acting to protect the environment! What a concept!

Just wait, Scott, 'til tha cowboy gets through changing the EPA management OR changing the laws and this new ruling becomes a good bye gift to the coal industry.

That just means President Obama will have to change everything to make sure "clean coal" dies the last death that the plants and animals died to produce.
