In Washington, when our government "breaks," it's generally a bad, bad thing. At least that's what I got from Senator Evan Bayh.

All the recent talk on the Sunday shows about "broken government" got me thinking that perhaps We The People need a Federal Musical Stimulus Plan here. But first, let's all face facts -- that our government is broken, so let's fix it, and make more beautiful music as we reform a more perfect union.
