Dr. LaPook Goes to Washington

How long does it take for Congress to pass potentially life-saving legislation that has widespread support and no obvious opposition? We are now at fifteen months and counting.

Since 2005, the number of medications in short supply -- including cancer drugs -- has more than tripled. The reasons are complex and include manufacturing problems and reduced production due to lower profits with generic drugs. There is no simple answer. However, one solution lies with giving the FDA more power to help solve the problem. Given enough warning, the FDA has been able to prevent shortages by helping companies increase production. What the FDA wants is a law requiring companies to warn the agency when drugs are running out. That very law -- that would help fix the problem -- was introduced in Congress fifteen months ago with bipartisan support, the backing of the President, and no obvious opposition from any special interest group. But it has still not reached the floor for a vote. I went to Washington and asked six members of Congress -- three Democrats and Three republicans -- why it's taking so long. The segment aired earlier this week on the CBS Evening News with Scott Pelley.

Finally, the finish line appears close. Two weeks ago, drug shortage legislation finally cleared a Senate committee. And just this morning I got some good news from Michael Mahaffey, the Communications Director for Representative Tom Rooney, a Republican from Florida. He told me that the Energy and Commerce Committee approved a larger bill today that includes the legislation. That means language supporting the new law has now passed out of committee in each chamber of Congress. The next step is for the full House and Senate to finally vote on the issue. Senate Majority Leader Harry Reid's office told CBS earlier this week that the vote may occur in the Senate before Memorial Day.

After looking at the Repub bashing comments I watched the video, which does nothing to indicate it is a Repub problem. Harry Reid says it's 'the way it has always been' and acts as though we are too naive to understand how things work. MaybeTHAT's the problem. Which explains Boehner's comment asking for leadership. . IF Obama spent less time campaigning and giving speeches, (even though it's clearly his favorite activity and best talent) and did some tedious but important politicking in Congress, he could induce the Change he speaks of so eloquently. He relies on the 'magic' of his personality, not hard work.

They are hoping for a Myth victory in November and then they can claim sole responsibility for it. If Obama wins they will blame "Obamacare" for not passing it at all.

The GOTP is too busy defining social issues. They don't have time for real life.

This is because the legislature is focused on more important things, like forbidding the government from encouraging the use of energy efficient light bulbs.

Mitch McConnell has told all the republicans to stop everything.
He is a bitter, mean man.
He has been practicing sedition since January 2009.
He should be investigated for working from inside government to stop our government from working - because the popularly elected President of the United States is "not my guy".
Mitch McConnell wanted the Tea Party to make him Senate Majority Leader. They didn't.
So he stopped our government from working.

If...only if..I was in the top seat,I would declare martial law, round up all the idiots practicing sedition and treason and throw them in a stockade.Sure,I know I wouldn't be very popular, but then again, this isn't a popularity contest.
Then I would make a decree forbidding any organized religion from dabbling in politics and lobbying...and toss their asses in the stockade too.
I'd also grab Luntz,Rove and Norquist..(what the hell,I'm on a roll) and send them to Gitmo for indefinite vacation.
Dictator? Tyrant? Sure, why not.Someones got to step up to the plate,it's obvious that half our populace are to stupid to vote for their own best interests.....
I might even design some snappy uniform...shiny objects to distract my detractors....

You will hear a lot of repubs. say the senate dems won't pass what the house passes well this is true because the repubs. wont let it go to the floor. The same with the house if the senate sends them a bill, so Obama never gets to see a bill to pass.

I see the house had no problem passing the Ryan budget which has zero chance of becoming law. What a waste.

Yup, and that has not been sitting in committee for 15 MONTHS!!!!

They can never seem to pass a straight foward bill without adding a lot of extranious crap that has nothing to do with the intent of the bill and delays' its' passage.

and a lot of times they are "poison pill" amendments that one party knows the other side will never accept. then the originating party can point to the other one and say they refused to support whatever the original bill was.
The tactics are so obvious and moronic - - high school student councils would be embarrassed to use them.

For sure.Adding additional non-related parts to these bills should be illegal.Between that tomfoolery and filibusters we have a built in and legal means to dysfunction and stagnation.
It's akin to incompetence,or malpractice our government system.
Add to that all the influence of money.......and we have a system of farce and corruption. Our participation in Democracy has become one of "legislative bribery",and our Congress? It's an auction house.
Founding fathers are stirring in their resting places...

Hey Boener, is there no limit to how far you people will go to blame President Obama for everything that's wrong with this country? You were asked why the bills are hung up in the Congress. What does that have to do with the Administration?
05:29 PM on 05/10/2012
With the grid lock that is currently in place nothing will get done. Thes politicians have been stomping for re-election ever since they took the oath of office. Unless we get some true statesman in the government and the big business out of the pockets of the politicians we will never gain the kind of leadership we once had that made this country great. They need to change the laws to stop any campaigning until 6 months before election.. this way they are compeled to work at the jobs we voted them in for.... and not the next term and it should be based on what they have done and not what they promise.

I don't need 6 mo. of negative TV ads to know who not to vote for. Why do they really need more than 6 days. Republicans never want to talk about the issues unless they are on the hot seat for past discretion's.

Simply putting time restraints on campaigning is not going to be effective. They'll find ways around that.....
No,what we really need to do,and (everyone knows this in their heart) is remove the influence of money. Our current system is a joke,it's a farce. We have become a governing body of"legislative bribery",and our Congress is an auction house.
Our elected officials will not work for the best interest of the nation and it's people as a whole as long as their own power base and positions are at the financial whims of special interest or industry.
One could take virtually any single issue we currently face, any problem, and any legislative dysfunction, and link it with some special interest or corporate money source.

How about something like, you may only contribute 'x' number of dollars, if you have the right to vote? Not corporate "persons", unions, and special interests groups. Can't vote, can't contribute.
