While "puppy mills" escape legal definition, for those of us familiar with them and the often times sick, genetically compromised dogs they produce, puppy mills are all too easy to define. The term conjures images of dimly lit sheds and stacked cages stuffed with feces-matted dogs, some of them too sick to move. It recalls the overwhelming stench of urine, feces and filth, the assault of ammonia that burns the eyes and nostrils. It revives the din of constant barking, of dogs in distress. This is the horror of puppy mills.

Tonight's historic passage of Proposition B reflects a landmark achievement in the ongoing fight against animal cruelty. Prop B, known as the Puppy Mill Cruelty Prevention Act, has set in place common-sense, enforceable standards for large-scale dog breeding facilities throughout the state of Missouri. New requirements include significantly increased cage space, solid flooring, adequate veterinary care, nutritious food, clean drinking water, and protection from the elements. While these standards may seem modest at face value, given the unspeakably poor conditions that have persisted for far too long in puppy mills throughout Missouri, this legislation provides welcome relief to the thousands of dogs languishing in facilities throughout the state.

Home to an estimated 3,000 puppy mills -- 30 percent of the mills in the U.S. and far more than in any other state -- Missouri is the leading source of puppies in the country. The potential impact of Prop B is staggering. We know that approximately one million puppies are produced annually for the pet trade in Missouri. When added to the number of breeding dogs permanently housed in kennels statewide, this translates to more than 1.5 million lives affected each year by these new regulations.

The ASPCA has been steadfast in dedicating resources to raise awareness and combat puppy mill cruelty. As a founding member of Missourians for the Protection of Dogs / Yes! on Prop B, the ASPCA collaborated with members The Humane Society of the United States, the Humane Society of Missouri, the Missouri Alliance for Animal Legislation, and Best Friends Animal Society, urging Missouri voters to pass this landmark measure, providing support from afar as well as on the ground in Missouri. The ASPCA's Field Investigation & Response team participated in numerous rescues from overwhelmed puppy mill breeders in Missouri over the last year, and knows all too well how much suffering goes on from neglect and lack of proper care standards. We hope that with the passage of Prop B, dogs suffering from neglect and lack of proper care standards will no longer be an option for breeders.

While policy reform is most often generated through state legislatures, Prop B was a citizen-supported initiative. Its advancement, from inception through passage, reflects the power that we, as concerned Americans, have to participate in legislative change to improve animals' lives. As a result, we, as a nation, have gained a greater widespread awareness of ongoing animal cruelty issues. Moreover, we have gained an understanding of what we can do to stop it.

We are more hopeful than ever that the strong momentum around this issue will push other states to follow Missouri's lead, and that this will cause a ripple effect throughout the nation. In no other state were the stakes higher for puppy mill dogs, and Missourians have set an admirable precedent for reform. Today, we celebrate this victory alongside the caring citizens of Missouri, and we recognize our continuing obligation to end the needless suffering of animals nationwide.

Hard to believe that people actually voted **against** this! How moronic those folks were. It is good to see that something is finally being done to fix the American embarassment known as puppy mills. As someone else wrote, it is so hard to get anything done regarding animal welfare in this country. Sadly, there are a lot of backward attitudes and ignorance out there. How often do we hear, "Why help animals when there are humans who need help?" The answer is obvious: Because humans can help THEMSELVES. (Duh!) Animals have no voice. Civilized societies protect the helpless. The attempts to minimize and dismiss animal cruelty are contemptuous. I am beginning to think that low I.Q. must be linked with uncaring attitudes toward our fellow creatures.

An aside: Like many others I shared the common perception of the Amish as peaceful, hardworking, good people. That was until I learned of their puppy mill businesses. The cruelty perpetrated by these people is horrendous. They have some of the worst puppy mills in existence. I will never touch an Amish made agricultural product again in my life. Shame on them! Think before you enjoy that trip to Amish country in Pennsylvania or purchase that cheese at the grocery store. Don't spend any money supporting these communities if you care about animals.

I belong to a newly formed group to educate the people in the Buffalo NY area about the horrific conditions in puppymills...and with our 3rd protest against a local pet store we've already stopped some adoptions of these poor animals, on the flip side their still in those horrible cages in that store, but by not adopting you're not giving the man that owns the store $ to buy more from the Hunte Corp. (biggest puppy provider in the country).....BUT, the leader of our group this morning sent an e-mail which was the letter from someone leading the "millers" in MO telling how their going to defy this law and how their going to keep causing these groups...ie. HSUS to use all their money to fight the cause and basically blasting all these people that they basically insinuated are idiots who are trying to shut them down...what I want to know is how ANYBODY could have voted against this Prop...what EVIL is in their hearts? To those of you fighting the cause keep up the good work and know that people with a heart are with you.

It is time for these archaic torture chambers become a thing of the past. If anyone wants to complain about how this infringes on their freedoms, may I suggest you go to a puppymill surrender first and then make your decision. It is beyond cruelty. Prop B is a start for MO. It is like walking in quicksand to get anything done about pet cruelty in the U.S. One takes baby steps. People also need to stop buying from pet stores. I believe, however, internet sales are the worst. Anyone who buys a puppy over the internet is probably buying a mill, sickly, and inbred puppy. Good luck on the vet bills. Why don't people think before they buy something ALIVE off the internet. The people who run these mills need to go out and find a real job instead of making money off of sentient beings. It is just not right. These animals are bred to die. www.prisonersofgreed.org. Also, Hunte Corp in MO who owns Petland stores turns out approximately 100,000 puppies yearly in their factory. These dogs do not get to get out of their kennels. All sounds wonderful - except we now have all these new rules, but still only 12 people to investigate the 1450 LEGAL dog breeders - not including all the illegal breeders. Doesn't sound like a big improvement to me.

The only way to put a kink into these folks is to make Missouri a national joke.
They don't give a rat's butt about all the 'poor abused puppies' remarks...they just turn around change the subject and use our emotion against us....

Correct! Puppy mills fall under the Dept. of Agriculture for oversight and inspection. Whilst this is a start (better these new rules than the status quo), it is certainly NOT a solution to the mass number of puppy mill horrors.

I am thrilled that this proposition was passed. Texas has passed some laws that are more strict than we've had before. It takes a ton of work to make a dent in the pet abuse numbers but we can do it!! I've been alerted to a puppy mill about 15 miles from me and we'll be out there tomorrow with a camera!!
