New Republican Assault on Middle Class: Slash Medicaid, Hurt Seniors and Millions in Need

The Republicans in Congress are about to show us their cards, and seniors and middle-class families aren't going to like what they see. At a time when U.S. corporations have taken the biggest profits in the nation's history and corporate taxes are at the lowest levels in generations, the GOP is hatching an appalling scheme to devastate America's seniors and families with $1 trillion in Medicaid cuts.

This Republican plan would desert millions of children, people with disabilities and chronic diseases, and seniors who need help paying for long-term care. It would decimate the working poor and leave hospitals in the poorest neighborhoods without enough money to provide lifesaving care.

The Republicans, led by extremist Congressman Paul Ryan of Wisconsin, are also playing a cynical shell game because a federal cut in Medicaid dollars to the states simply passes the buck and gives the states less money -- and that cost-shift will force states to make draconian cuts that hurt the neediest people. And it won't help states meet unanticipated needs, such as an increased demand for services in a recession.

Ryan says he has a "moral obligation" to cut entitlement programs. But is it moral to cut services that help seniors, people with disabilities and middle-class families while giving corporations and the very rich tax breaks at the same time?

These unconscionable budget cuts would also rob our economy of 3 million jobs between 2013 and 2020, and widen the income gap between the super-rich and the rest of us. As Jonathan Chait wrote, this plan is mostly "an attempt to redistribute income upward" - the economic goal of Republicans and their billionaire sponsors. In the private workplace, we've already seen that happen. Corporate CEO compensation jumped another 27 percent last year to a median of $9 million, while overall wages rose only 2.1 percent.

Joblessness and the accompanying loss of health benefits drove 3.7 million more people into Medicaid during the recent economic downturn, proving yet again that the program is a lifeline for our society. Yet the Republicans and the corporate lobbyists want to decimate this safety net when people need it the most.

The cuts envisioned by the GOP would compromise the heart and soul of Medicaid, a program that gives people a chance to get back on their feet when times are tough and is the backbone of critical care for seniors, such as nursing home care. Without a strong Medicaid program, America will turn its back on millions of people with severe mental and physical disabilities who are unable to care for themselves.

Medicaid not only benefits about 60 million people directly, it also relieves family members of the financial burden of providing complex and costly care.

Specifically, Ryan and the Republicans want to turn Medicaid into a block-grant program. In the existing system, state Medicaid programs receive federal matching funds based on the number of people in need and the costs of care in that state.

But recently GOP governors have been agitating to convert those federal Medicaid billions into state block grants - lump sums set in advance and capped. In most instances the Republicans will impose deep cuts to the program - fewer people will be covered and their benefits will be scaled back. As usual, this means the Republicans would balance their budgets on the backs of the people who can least afford it - the elderly, the blind, the disabled, working families and the poor - while letting corporations and the very rich off the hook. That is immoral.

Caring for the Medicaid population with capped funding under the discretionary control of Republican ideologues in state capitals will harm the health of millions, create even larger financial shortfalls in states and force cuts in other core areas, like transportation, education and law enforcement.

And despite the Republican stereotyping of Medicaid recipients, let's remember that two-thirds of every Medicaid dollar goes to help seniors and people with disabilities. And most people in nursing homes are covered by Medicaid. That's one of the many reasons why Mississippi Gov. Haley Barbour's comment that people on Medicaid are driving BMWs in his state is so ignorant and offensive.

What's more, the block-grant plan would shift hundreds of billions of dollars in costs onto doctors and hospitals, sending private health plan premiums even higher.

The Republicans' plan isn't just an attack on health care - it's a systematic effort to undermine the economic security of all of America's families. No one should have to worry about their health care, and Medicaid is a hugely important avenue for people of all backgrounds to access critical services. The GOP's plan will tear apart the infrastructure of health care that is central to Americia's seniors and its poor and middle-class families.

In these tough times when we need shared sacrifice, smart government and job creation, the Republican plan to cut Medicaid accomplishes none of these things. It only makes matters worse. The Republicans' plan to cut Medicare too, turning it into a "voucher" system where you get coupons instead of insurance coverage, is also a very bad idea that will hurt seniors and eliminate Medicare as we know it.

I know it's naïve, but why not start cutting where the real money is instead of hurting average Americans? Until the Republicans ask corporations and the very rich to pay their fair share, they have no business asking the rest of us for anything.

did you know that under the "individual mandate" the government will not take into account your monthly costs for electric, gas, car payments, credit card payments, mortgage paymenst, food expenses, college tuition or any other none deductible expenses. The equation on whether you can afford health insurance will be based on a "modified gross income" calculation.(I have tried but can't find how"modified gross income" will actually be calculated) So the Government may decide you can afford a premium and don't qualify for "premium assistance" even when you have no money at the end of a month to pay for it. If you don't pay for coverage the IRS will deduct a penalty from any refund owed you.
instead of us paying a higher premium of a questionable not given amount to cover those without insurance seeking ER care; we will now be paying for those same persons health insurance premium or a portion of it. So those currently with insurance actually save nothing from the "individual mandate" for persons who currently use the Emergency Room as the source of their medical care.

Health Insurance Reforms and Regualtion could have been supported and passed on a bi-partisan basis. What was not needed was more beuracracy and the creation of more Government offices, Administrators and Research programs at a cost of Billions if not Trillions of dollars we don't have.

This "plan" offered by the congressman from Wisconsin further illustrates who the republicans care about and are representing... and that is certainly not the upper-middle, middle or lower classes.

Some people sound very reasonable right up until the moment they show the depth of their ignorance. For this author, he waited until the very last sentence. He plays the card that's guaranteed to stir up people's emotions but is a non-starter. It won't close the gap. Repeat, it won't close the gap.

Is this story pure -Propaganda- which makes -Liberals- liers and the Republicans liars and greedy thieves or has it become the norm in our society that everybody has become wothless sh..? He or She who is without sin cast the first stone or better yet let's hope and pray that a military dictatorship takes over and throws everybody in jail and if we can find one person that lives with -Honor- that means always do the right thing? Then we will end the dictatorship and have a -Honorable- president run this great country if their is anybody left?

But if we raise taxes back up on the rich just think of how that would affect our children and grandchildren. Their trust funds would barely allow them a life of luxury without that messy business of working for a living. They might even have to innovate or make something to support themselves, and we don't want that.

Paul Ryan nailed this on the head and buried the head in one swing. Less than 24 hours later his claim that someone would outright lie about cutting Medicare and Social Security has come true.

This might not be the first article to claim, but it's the first I've seen.

Sometimes I am ashamed to be a Republican when I read things like this. I am all for cutting wasteful spending but there as some things that need to stay (not saying Medicare is wasteful). In my state as I am sure in most others as well; education and Medicaid are among the first to be cut when we should fight tooth and nail to keep them. I realize that Medicaid as well as other social programs have abusers, but we cant punish the many for the faults of the few, we need to crackdown on those people and deter others from trying.

Question, believing as how you do, how do you reconcile yourself with voting Republican? Every Republican politician is opposed to spending on education, Medicaid and other social programs. If you vote Republican, you *are* voting to cut spending to these programs. The entire existence of social programs is against the governing philosophy of most Republicans, so how do you reconcile your support for these programs with Republican ideology and politicians?

Given how feel; given how you think how long do you think you can still be true to yourself and be a part of the GOP?

I know. I left the Party in 2004 as I saw W push through two huge tax cuts, start two wars, double the debt, pass a new giant medicare entitlement, enrich his friends......and now we have the likes of Ryan who are fronting for the mega-rich as the rest of us sink.

They only have two years to finish the job they began during the Bush years, the looting of the Amnerican economyt. Whenever there is some money available as in medicaid, medicare, education, transportation etc the Republicans smell it and conjure ways to get it for themselves and their patrons. They frighten the public with predictions of disasters, meltdowns and government control all the while moving towards their goal of wealth accumulation and transfer. No taxes for the rich or the companies they own, no social services for anyone else, no unions, low wages, no health care for the poor, no educational opportunity for anyone except their children unless they can turn a buck from it. As the rich become richer and more powerful our culture descends to a modern feudalism in which Donald Trump, the Koch brothers and the Walton family look down from their private jets on the way to St. Bart's and take a moment to decide whether or not they want to bestow the victuals of basic existence on the rest of us.

In order to pay for things like Medicaid we have to borrow money that our kids and grandkids will have to pay back. Having to pay our debts will make it more difficult for them to pay for the things that they need and to have programs to help their poor. Even if we collected 100% of the profits from the Fortune 500 companies we still wouldn't close the budget deficit by a wide margin. So this alleged "war" that is taking place is entirely fictional. If this spending is justified then find a way to pay for it. This no spending cuts/no increases in taxes is politics for kids. It is the equivalent of running on a Santa Claus will bring you more stuff ticket.

Government spending has increased by $1.2 trillion over 5 years while revenue has stayed the same. So it isn't tax breaks that have caused the problem. It is increasing spending while holding taxes the same. During that time our private economy has shrunk by $600 billion. Decisions that benefit the short term while ignoring the long term consequences don't happen in a vacuum. They happen in a circumstance that make those who hire question the long term outlook. Real leadership would be telling people the bad news. It would be making spending cuts and/or tax increases to pay for everything today. That would boost the economy in the long term because it would boost confidence. So who is going to stepup?

Republicans have a funny definition of "moral" decisions. Sort of how "Christianity" to them means "the opposite of everything Christ said". I guess "moral" means "craven, evil and wrong."
