HuffPo Exclusive: Right-Wing PAC Behind Palin Poll Revealed

In a story first reported by the superb Alaskan web site Mudflats, there has been a series of robocalls made in recent weeks regarding Alaska governor Sarah Palin in both Iowa and New Hampshire, two key primary sates in the 2012 Republican presidential campaign. (There have also been scattered calls reported in Southeast Alaska).

According to the Mudflats, the calls went something like this:

1. Do you have a favorable opinion of Sarah Palin? 2. Governor Palin thinks A, B, C, D & E. Do you agree with Governor Palin? 3. Do you feel it is important that Governor Palin is reelected as Governor of Alaska?

I also received a tip this week from someone in New Hampshire, indicating that the call seemed more like a "push poll" to her, with the questions being asked in the second part of the survey focusing on Palin's positions on higher taxes, gun control, oil drilling in Alaska and gay marriage rights--clearly some of the core, conservative red-meat issues on which Palin intends to run for President in 2012.

Speculation as to who placed the calls has run the political gamut, from the far left to the far right. Palin's "authorized" political action committee, SarahPAC, has formally denied conducting the poll.

Recently, there have been some pollsters or pitchmen trading on the Sarah Palin name -- taking a pulse on the Governor's favorability. None of these polls are authorized by SarahPAC or the governor. Again, SarahPAC is not doing any telephone solicitation at this time.

But if not them, who?

The answer can be found on the website of the conservative "Americans in Contact PAC," where on its blog for March 12, the following announcement was made:

AICPAC Launches Campaign to Re-Elect Gov. Sarah Palin

Washington, DC - Americans in Contact PAC has launched a multi-state campaign in support of re-electing Alaska Governor, Sarah Palin. In her tenure of serving in public office, Sarah Palin has stood for core conservative values like limited government, strong families, lower taxes and expanding our domestic energy development. Many liberal extremists across America are gearing up to fight against Sarah Palin and her reelection for Governor of Alaska. In response, Americans in Contact PAC is building a grassroots network of Palin supporters to fight against the liberal extremists from winning in Alaska. By starting now, Americans in Contact PAC will be poised and ready to fight liberal special interest groups and help re-elect Governor Palin.

AICPAC's website has a direct link to a controversial, black-ops robocall operation called ccAdvertising, which among other nefarious activities, has been linked to push polling on behalf of the National Rifle Association, the Minutemen, and the Economic Freedom Fund, a group bankrolled by Bob Perry, the right-wing Texas developer who funded Swift Boat Veterans for Truth.

Records at the Federal Elections Commission indicate that the treasurer of Americans in Contact is Gabriel S. Joseph III, who also happens to be president of ccAdvertising, which was the focus of an investigative profile in the January/February 2007 edition of Mother Jones.

According to MJ, the organization, which goes by "thousands" of aliases, "has been fined for breaking anti-robo-calling laws in North Dakota, and a federal judge banned it from phoning Indiana voters under similar statutes."

While there are no direct links to Palin or SarahPAC in AICPAC's FEC filings, there were several odd, small expenditures listed near the end of the 2008 election to the McCain-Palin campaign and then later, to the Saxby Chambliss campaign. ccAdvertising also lists the Alaska Republican Party as one of its clients. So it's definitely within the Palin orbit.

The Daily Kos also did an extensive investigative piece on ccAdertising in 2005, following smear-tactic push-polling campaigns in Colorado, Ohio and California (all states which the Republicans lost last year). The organization was also suspected of push-polling against Obama in 2008. It does not a pretty picture make.

But lost in the buzz over who did the polling has been the final question being asked in the robocall: Do you feel it is important that Governor Palin is reelected as Governor of Alaska?

There are two ways to interpret the intentions of that question: One is to assess Palin's performance as governor; the other is to assess how important the governor's gubernatorial platform is to her 2012 aspirations.

Anyone watching Palin stumble in Alaska the last few months through more ethics charges, a flip-flop on the Federal stimulus package and her failed oil and gas proposals will tell you that Palin is looking like a barracuda out of water and not having all that much fun in the process. Moreover, her approval ratings in Alaska have tumbled downward ever since she was nominated as John McCain's running mate, and they have continued to tumble--particularly among Republicans--in recent weeks. And with Alaska facing a huge budget deficit and a decline in oil and gas prices (say good-bye to the fat Permanent Fund check), which way do you think they are headed?

As for the Senate, anyone who thinks that Palin is going to run against Republican incumbent Lisa Murkowski, (especially since she's been named to the Appropriations Committee and Mitch McConnell's Republican leadership team) is off their rocker. Forget it.

Palin may have simply outgrown Alaska, where her eye toward a bigger prize has alienated a constituency that has always placed practical outcomes over rhetoric and ideology.

Conversely, the most recent CNN poll has Palin out in front of the GOP presidential pack with 29 percent, ahead of both Huckabee and Romney (both of whom seem to be made of wood and cardboard), with Bobby Jindal in the dust. And she is, without question, the one money-raising star in the Republican pack in the aftermath of the GOP's 2008 election travesty.

What is now tarnished in her home state remains bright and shiny outside. With a big book deal in the works and an adoring Republican base in the Lower 48, who, Palin may well be thinking, needs the long commute to Juneau?

There have been some new numbers come out of Alaska today, and as I said, Palin's numbers continue to tumble, while Lisa Murkowski's are on the rise. There is no way that Palin will challenge her for her Senate seat. The question is: will Palin run for Governor in 2010? There's a lot of rough highway between now and then.

Geoffrey - You might be interested to know that what this PAC is doing is blatantly illegal on multiple fronts.
Campaigns for state office in Alaska -- including governor -- must have no more than 10 percent of funding from outside of Alaska.
A Washington, D.C.-based PAC is NOT allowed to provide large amounts of funding or services, such as polling. The law, backed up by the state Supreme Court, is very clear that "Outsiders" may have no more than token participation.
Any polling this organization does on behalf of Sarah Palin counts as a campaign contribution. Whatever it cost to conduct the poll is a direct campaign contribution. A couple of members of the "Corrupt Bastards Club" were convicted, in part, because of VECO-funded polls.
It's too early for anyone to legally contribute to Palin's as-yet unannounced re-election campaign, either cash or in-kind services such as polling. (Polls unassociated with candiates are not campaign contributions, but this PAC's expressed goal is to re-elect Palin, so its poll is an obvious campaign contribution.)
Also, there are strict dollar limits on the amount of money any PAC., Alaskan or Outside, may donate. I'm guessin this PAC has already exceeded the dollar limit.
So this "multi-state campaign in support of re-electing Alaska Governor, Sarah Palin," has aready broken the law.
FYI, Palin's 2006 campaign was illegally funded by the Republican Governors Association. The RGA was fined around $26,000, way too little.

A clarification: Just checked Alaska campaign law, and "Groups" (including PACs) and 'non-group entities" that are based outside of Alaska -- such as this particular PAC -- are prohibited from donating to candidates. Period. Not one cent is allowed. A poll that is conducted, a push-poll, no less, by a PAC with an explicit expressed goal of re-electing Sarah Palin is an absolutely illegal campaign contribution.
A PAC ("group") or non-group entity may contribute up to $1,000 to a candidate per election cycle and up to $1,000 to a political party per election cycle, but only if that PAC or non-group entity is based in Alaska. How much do you want to bet that this non-Alaska-based group's polling effort cost more than $1,000?

I live in Southeast Alaska and got that robocall several times. Since it was a recording there was no real person on the other end. I had so many questions about the first question, "Do you have a favorable opinion of Sarah Palin?", that I hung up. What does that mean? Do I have a favorable opinion of her hairdo? Do I have a favorable opinion of her governance? Sarah Palin is a person I've never met. The question was not about my opinion of GOVERNOR Palin. It was a dumb question and I was not the only person who hung up on it. What ever results they think they got from that, they are wrong. Having heard so much about Palin's vindictive nature, and the state of Alaska being the biggest small town in the world, most people are just keeping their opinions to themselves regarding the Governor. The privacy of the voting booth will come around soon enough and that's when our opinion will count.

Why in earth are robo-calls being made in states which have nothing to do with her running for re-election for governor? Palin has had numerous ethical commission inquiries and has three more to go through. She has been accused of not being availble to attend to Alaska business. She just got in trouble with the legislature and her constituents for refusing some of the stimulus money. A reporter on Countdown, reported that "she had done nothing about millions of gallons of oil, at the foot of the volcano that is active right now". She also said that" Palin is losing her popularity amoung her own constituents in Alaska." ( You can contact MSNBC if you want to get a copy of the interview.)

Palin appeals to the contracted base of the GOP. You can take the number of people who supported McCain before she was named the VP candidate and subtract it from the numbers who voted on Nov. 4th. That is how much appeal she has with the rest of the country.

Exactly. I live in Pennsylvania and have four family members who are Republicans. They were all going to vote for McCain. Then he picked Palin. Three of four REPUBLICANS voted for Obama after McCain picked Palin. My sister just didn't vote for Pres; that's FOUR FOR FOUR that went AGAINST Palin.

If Palin runs for reelection, she'll win, but will take a major beating in the process. I don't see how that would help her presidential aspirations, but nothing she does helps with that-- so what do I know. I hope she runs, I would hate for all my photo shopped images to go to waste.

I don't think she can get beyond a Primary, the GOP know that the majority of Americans in the lower 48 hate this woman, don't trust her and don't think she's capable of being President. She can only hurt herself if she runs, and certainly if she does this while being a re-elected governor. In fact, it isn't right that she re-runs for Gov. if she has plans to run for President. However, it all about me, me, me to her, and she puts that above her family, her constituents, the people of Alaska etc.

I would bet every dollar I have that Palin could not secure the Republican nomination. Why anyone would spend 1 cent on polling is beyond my comprehension. I have been analyzing political contests as a hobby for over 40 years and have only missed on the extremely close races e.g. Bush/ Gore.

It is impossible to develop a model where Palin could beat any other Republican except Jindal if he is the only other candidate in the race. At that it is impossible to construct a scenario where Palin could win in 2012 against Obama, baring any huge scandal.

The only motivation for running polling data is to show potential financial supporters of Palin how their money would be wasted and better spent to support one of the other potential GOP candidates.

There are 4 Republicans that right now have the potential for building a national campaign: Newt, Huttison, Pawlenty and Jeb Bush. Huckabee will not sell in California, Florida or any of the States Obama won. Palin could win maybe 4 states. The only reason why Palin might throw her heels in the race is to raise money for herself on the speaking tour, to sell a book or get a job with Fox.

The GOP dark horse is Jeb Bush but he will not waste his time and wait till 2016 when the legacy of his brother will be a more distant memory.

Amen. Your analysis is very interesting to me. I do wonder about Jeb Bush waiting, though it would be smarter to wait. Just don't know if the Bush family has that much patience - I believe he would be 62 in 2016. I wrote somewhere else that at this point Palin is a loose cannon that no big Republican would touch now with a 10,000 foot pole. What do you think? Or do you think Malek's interest in her continues? i'll look for a response here but please come and visit me at ~

I put your blog in my favorate folder because I want to read more about what is posted there. It looks like you have done a great job getting alot of info. I was wondering if you had heard about the problems with the active volcano in Alaska, and the millions of gallons of oil, stored at it;s base. This was reported on Keith Oberman's show this last week by a reporter from Alaska. If she loses that oil, she will be in alot of trouble, I would think.

Newt scares me almost as much as Palin. He has alot of skeletons in his closet, and he will never get the moderate or independant votes. He's too far right and he's divisive. Pawlenty also is to conservative and I don't think he can beat President Obama. The problem is that the GOP needs a candidate who can appeal to the minorities, the moderates and independants, and they keep coming up with names like Gingrige, Palin, Jingal etc. You are right Bush isn't ready to run, when his brother screwed us up so much

Man I hope she wins the Republican nomination. I think that we would have an electoral sweep for the first time in this country. Make 1984 look like a photo finish compared to this woman. Her unfavorables were climbing from day one of her "roll out" and they never found a ceiling.

Well, you can explain her continual fall in polling numbers by familiarity. The more people know about Palin, the less they like her. So after her initial bump, the more media focus there is on her, the less favorably she appears. Which is interesting since she is such a media hound, she's basically asking people to look closely at her, listen to her and then decide they don't like what they hear. The more press she gets, the lower her numbers go. You'd think she would have figured this out by now. Where does she think she's going to be in 2012 if her numbers continue this slow but steady decline?

You gotta love these Republicans supporting "core conservative values." You've got Mitt Romney who (admirably) initiated the closest thing there is to comprehensive public healthcare in any of the 50 states, and AICPACs favorite, Sarah Palin, who is the clear champion of Socialism in the US, distributing cash payments to nearly every household in Alaska.

Compared to Palin, Obama looks like Adam Smith.

(I'd like some reporter to ask her if she knows who is Adam Smith)
