A One-State Solution for Israel and Palestine

The international community has struggled for two decades to navigate Israelis and Palestinians toward an oasis of peace and stability. Yet it is increasingly clear that this oasis -- the two-state solution, whereby each of the two peoples would exercise sovereignty within their own state -- is in fact a mirage that continually recedes into the distance, always remaining just beyond reach.

In fact, a genuinely sovereign Palestinian state will not be realized any time in the foreseeable future, and quite likely never will be. The obstacles to meaningful Palestinian statehood are constantly mounting, most tangibly in the form of Israel's illegal settlements in the West Bank and East Jerusalem. Some 600,000 Jewish settlers now reside there -- three times as many as at the beginning of the Oslo peace process in 1993, and their numbers are growing rapidly.

Continuing to chase the two-state mirage under these circumstances will only enable continuing Israeli colonization of the West Bank and entrench a new form of systematic ethno-religious discrimination, where only Jews enjoy full rights -- to travel, housing, employment, education, and other basics of a free life.

As it stands, there is one effective sovereign between the Mediterranean Sea to the west, and the Jordan River to the east: Israel. It is the Israeli government whose actions most impact the lives not only of its 7.6 million citizens, but also of its 4.3 million subjects in the Occupied Palestinian Territories. As this functionally unitary state will not be divided, the question that looms is: on what principles will it be organized, ethnic privilege for Jews, as it is now, or equal rights? Ethnic privilege for Jews is currently institutionalized not only in the segregated Jewish communities Israel has established in the West Bank, but also in more than 35 laws within Israel that bestow benefits exclusively to its Jewish citizens.

A growing number of forward-looking Palestinians and Israelis are rejecting Jewish ethnic privilege as both ethically insupportable and politically unsustainable, and are opting for equal rights. That is the position of a number of the participants in a "one state" conference held recently at Harvard University's John F. Kennedy School. Recognizing that Israeli Jews and Palestinian Arabs are destined to live together, the conference participants were seeking ways to share power equitably between the two communities.

Not all support for a single state emanates from progressive thinkers, however. Members of Israel's right wing are also beginning to seriously mull the advantages of a single state: no borders would have to be drawn, Jerusalem would remain undivided, and Jewish settlements in East Jerusalem and the West Bank -- at least if desegregated -- could remain where they are. Current Knesset speaker Reuven Rivlin, for example, stated in a 2010 interview in the Israeli newspaper Haaretz: "I would rather Palestinians as citizens of this country over dividing the land up." He further advocated "true partnership" between Jews and Palestinians and relations based on mutual respect and absolute equality.

Right-wing politicians in the United States appear to be following suit. Former Republican presidential candidate Rick Santorum, in a recent exchange with a young voter captured on Youtube.com, characterized the West Bank as "Israeli country" and asserted that "All the people that live in the West Bank are Israelis, they're not Palestinians. There is no 'Palestinian.'" As a descriptive matter, of course, he was flatly wrong -- Palestinian residents of the West Bank are not citizens of Israel and have no vote in Israeli elections. But as a normative statement, Santorum's could be read as endorsing the inclusion of Palestinians into the Israeli body politic.

In February the Republican National Committee passed a resolution sponsored by national committeewoman Cindy Costa of South Carolina that claimed "peace can be afforded the region only through a united Israel governed under one law for all people." Elsewhere the resolution denied that Israel was "an occupier of the land of others," clarifying that the area to be governed under "one law" includes the West Bank. Two state legislatures, in South Carolina and Florida, have passed resolutions in the last year supporting a one-state solution and identifying the West Bank as part of Israel.

By abandoning the still-born two-state solution, the emerging Israeli and American conservative advocates of one-state achieve a form of progress. But real, on-the-ground progress will follow only if the state that ultimately emerges is solidly based on the principle of equal rights. Inequality, in contrast, is a formula for perpetual conflict.

It pays to remember that possibly the largest, and surely the safest and most prosperous Jewish community in the world, is in the United States. We abandoned racial privilege and formally committed ourselves to equal rights in adopting the Fourteenth Amendment in 1868. Is a true democracy -- one in which all, not some, enjoy full rights of citizenship -- really so threatening to the interests of Israeli Jews? Would not a truly democratic state joining Jews and Palestinians become the "light unto nations" that Israel was always meant to be?

I've also come to suspect that, if ever there was going to be any resolution to the conflict, it would have to take the form of some One-State solution (perhaps a sort of federation) that is called a two-state solution. As contentious as it sounds, it seems like the most practical route.

Israel is its own "one state" already.

If the Palestinians were going to merge with anyone, it would be with their brothers in Jordan. About 80 percent of historic Palestine became Jordan.

Nothing seems to set off the American poseurs more than something suggesting a one state solution. Rather ironic as this is exactly what Israel has been supporting since 1967. Arabs in the occupied territories live under Israeli sovereignty have no control over their economy, natural resources, travel, borders or security. Ever Arab Israelis who are citizens are still deprived of their property under the 'Present Absentee' designation which allows the court to sell the land to the JNF and, of course, the JNF refuses to lease any land to non Jews. Look up the meaning of Apartheid.

Israels are fully cognizant of this reality and break into two camps: a minority who think it sucks and a growing majority who want all Arabs gone and believe god gave them the right to do so. The American poseurs appear to be more comfortable living in denial which is why Israelis find them naive and uneducated.

1) Israel is NOT kicking Israeli Arabs out of Israel.
2) Israel will NEVER agree to a "one-state solution" that merges Israel with millions of Palestinians that results in Jews being a minority and Israel ceasing to exist as the entire place is turned into "Palestine."

A one state solution is the route Israel has chosen. Theyve chosen a complete, permanent occupation and annexation of Palestinian land. A contiguous and viable Palestinian state is impossible.

Its all Israels choice and Israeli policy so stop complaining.

Having offered a dozen proposals for a two state solution, Israel has proven time and time again they are ready to live in peace in a two state environment. A one state solution would mean Jordan is the Palestinian state. Maybe you should change your name from red pill to red suppository----just a thought.

One state solution. Fine. Israeli settlers currently leaving illegally in Palestine can start paying taxes and pay the Palestinian landowners for all the land they stole at gunpoint, and Palestinians can have Israeli passports and voting rights.

Seems fair to me.

Jews have been ethnically cleansed in most Arab countries while 1/6 of Israel is non Jewish mostly Muslim. Jews owned a large tract of land in Jordan before it was stolen by the Jordanians. Why not take this stolen land and provide a home for the Palestinians there? Oh I forgot, the King doesn't want the Palestinians and is going to revoke their citizenship so they have to leave for Gaza and the WB. Why is that? It seems that the Arabs don't want to deal with the Palestinians and are trying to dump them on Israel. You would think that the Arabs would feel some compassion for fellow Muslims but it is obvious that is not the case. They only care about themselves and how to kill the Israelis.

Where do you get this information that the surrouding Arab states dumped Palestinians on Israel. A little research would show that the world dumped Jews on Palestinians. Many of the Palestinians who live in Gaza were forced there by Israel. And as far as caring for themselves that is something that crosses all lines. Both Jewish and Palestinian.

Oy Vey! How many people can write the same freaking article? There will not be a one state solution unless people are calling for the destruction of the Jewish home land. If that is what you are calling for than say it, don't mask it with words like peace. That kind of peace is the kinds of peace the Arabs are praying for.

There are already two states, namely Jordan and Israel. For over 60 years Israel has offered a THREE state solution, namely, Jordan, Israel and Palestine. The Arab leaders want a different two-states, namely, Jordan and Palestine. The proposed "solution" contained in this article essentially blesses that contingency because Israel would soon dissolve into the background without its Jewish majority.

They are NOT illegal under Israeli law and only ALLEGED to be illegal under international law.
This is because no court of competent jurisdiction has ever (in over 90 years of this territorial dispute) rendered a legally binding decision on this topic. The United Nations has NO legislative authority and Article-80 of the UN Charter even goes a step further by specifically "grandfathering" as off-limits of the UN (including the Security Council) matters pertaining to pre-existing unresolved arrangements made by the UN's predecessors.
Those are the facts. Like them or not.
"ethno-religious discrimination" I think the author has it backwards. Jews live as minorities in dozens of places around the world. I know of no place on Earth (and there are many examples) where Arabs are a majority while non-Muslim minority groups are not grossly mistreated as such. Ironically, Syria might be the closest thing to an exception but that's only because everyone suffers somewhat equally under their tyrannical Baathist regime.

The North Korean Rocket attempt yesterday showed more competency then the Pal'n leadership in last two decades that's mainly why there's no progress.

And what's ironic here, is all this whining about Israel not being a 'real' democracy, (of course the rest of the M.E> is truly democratic, much more then Israel) but no thought to the simple fact that another Arab Muslim State would be at best as democratic as Egypt, or Jordan have been since they became States. LMAO.

A slanted vision to say the least, but one I am in agreement with. The fact is in their heart of hearts the Palestinians like most of the Arab countries will never accept a Jewish state in their midsts. They talk the talk but when they talk to each other it is clear they want to eliminate Israel and take over the land. Jews have been ethnically cleansed from most of the Arab states and soon it will be the Christians. They cannot live with any other religion in their countries and often cannot live with fellow Muslims.

And that wouldn't have happened had the Palestinians accepted and implemented the Oslo Accords, which of course they did not. They have consistently rejected every deal, every overture, every attempt, and every time, the offering gets slimmer and slimmer. Like they say in real estate, the first offer is almost always the best one you'll get.
