18th Century Levees?

The Times Picayune continues its march towards a Pulitzer, today revealing that independent investigators are troubled to say the least about the Corps of Engineers' work on the rebuilding of failed floodwalls along the MRGO canal. Those are the floodwalls whose collapse flooded all of St. Bernard Parish, to the east of New Orleans. For those who still have a shred of faith left in the Corps, these words from the country's leading expert on levee failure (according to the T-P) should be a wake-up call:

"... they're still using 18th century technology to build levees down there. And that's just dig what's there and dump it on the side," Rogers said.
