The sidebar deserves a place in the "nobody ever imagined" hall of fame. Somebody, some day, is going to do a good, long, multi-part investigative piece about the Army Corps, the way it works, the way it doesn't work, its effect on everything from New Orleans to Los Angeles to the salmon fisheries in the northwest. The fantasy assignment desk can't wait.
