President Obama spends four whole hours tomorrow in New Orleans, site of what the UCBerkeley ILIT report calls "the greatest man-made engineering disaster since Chernobyl," the "man" in question being the federal government's Army Corps of Engineers.  Four hours.

By contrast, when he departs NOLA, he goes to San Francisco.  Here's his schedule there:

Total elapsed time in SF: sixteen hours.  They must have experienced a hell of a federal disaster there.  Four times worse, you figure?

Do you know what the Federal Government is really really really bad at doing... micro stuff. The reason you vote for a congress person is that it is that individuals responsibility to react to local matters on a federal level. Right? I mean we have a representational democracy which means that we elect people to represent our community at the state level and at the federal level. So funding for the Army Corps of Engineers is a product of a budget written and voted into law by the congress of the united states. Sitting in congress are 7 reps and two senators. In Feb of this year the trillion dollar stim bill, as well as the omnibus spending bill for 2008 were passed in the congress and signed. While I don't know who voted for the omnibus bill I know for a fact that ZERO republicans in the house voted for Stim bill. Building levees... sounds like a great jobs program for the stim bill. Why didn't any of the republicans in the red red state of LA propose an amendment to fix the levees? Why didn't the governor of the state demand that the congressmen and women who need his endorsement to win re-election in 2010 offer and vote for the life and death wetlands legislation Harry keeps talking about? Think about it. They played politics with the safety of the their constituents.

Obama has been like Bush on the economy, the war, gay rights and the public heath option, so why would you think he would be any different when it comes to New Orleans??? He would rather spend four times as much time at a fund raiser than helping the poor in New Orleans. I am afraid we elected George Bush Light.

He could crack some heads at the Corps and order them to build the levees Congress mandated in 1965.

He, and you, could read the Executive Summary of the Independent Levee Investigation Team Report. Google "ILIT Berkeley."

I think the same thing. What a silly juvenile comparison to make. I think purpose of mission provides context. Length of stay?! Using this logic, Obama should bivouac in Afghanistan to show how important it is.

All disasters, like all politics, are local.

The federal government is responsible for the aftermath of Katrina only in the sense that it contributed to the culture of dependency and helplessness that continues to infest that part of the country.

No, it is exactly in character.

Republican talking points often contradict the facts, and they often are adjusted to fit the audience, even if that means walking them back from the previous event, to make them salient at the newest one.

Sadly, Obama has been a complete failure with respect to average Americans and on progressive issues. I hope the gay & lesbian community of SF "greets" the self-proclaimed "fierce defender of gay rights" with all the disrespect that he is due. Obama acted quickly for one group: the bankers and Wall St. Everyone else waits. Even his "health insurance" reform will not take effect until 4 years after the bill is signed (conveniently after his reelection campaign). Days after having been selected for the Nobel Peace Prize, his administration shuffles 13,000 more troops to Afghanistan AND is due to escalate big-time there (as the BBC and the Guardian, U.K. are reporting). The Change Lite President also drinks Bud Lite--how appropriate.

unfortunately no one from any SF community will be greeting the Pres because everything is off limits to the public. Apparently the WH is afraid of Code Pink and other liberal protestors. Even the Democratic Mayor has arranged to be out of town today.

Keep calling it out, Harry. The failures causing the massive loss of life and property in NOLA could have been avoided and should terrify people everywhere. Could this happen to you and your city? We have many cities near major fault lines, others believing in levees and floodwalls, others that could be wiped out by a hurricane next year.

There is a Karma out there and I truly believe that until NOLA gets levees based on good geology and until the coastal wetlands are restored, that this country will not prosper.

Bravo, as always, to the U.S. Coast Guard.

So was there something specific he could have done in New Orleans, that would have specifically helped the situation? And how long does the area need to be handled with psychological kid gloves-- and how much of everything that happened there happened within the last 10 months? And etc. It is amazing to me how someone somewhere always finds something to blame Obama for or find wrong with what he is doing. We as a nation sure do rush to push the sins and woes of our world on his shoulders-- and to give negative contexting and meaning to everything he does.

Specific? Yes, he could have a head-cracking meeting with the local heads of the Army Corps of Engineers and inform them that the days of half-measures, stuffing newspaper into floodwalls and installing defective temporary pumps, are over. He could have announced agreement to the list of coastal wetlands restoration measures featured in my Tuesday link to the Lake Ponchartrain Preservation Foundation statement. These are both federal responsibilities--state and locals can't do anything (legally) about the Corps' handiwork and don't have the resources to repair the decades of damage to the wetlands. As to psychological kid gloves: I linked some time back to the Washington Times' three-part series on the mental-health crisis in New Orleans, a city where a great swath of people are experiencing a form of PTSD. How'd you like to pass a corner every day where you know (or saw) your mom died in the attic, gasping for breath, trying to stay above the flood waters? Thanks for your empathy--for the President. He needs it.

She should go to NOLA and see the outlying areas surrounding the city as well as the city, and see just how helpful the WH has been since Katrina. Its heartbreaking to see how little our own government cares about its own peoples and country. The way the government has treated NO is a great example of an elitist govt. no longer in touch with its people--And worse: Just don 't care. I worked the city as a security agent for two months after Katrina. Went back a year later for another three and nothing had changed except the people gone and wreckage left behind. Maybe some Americans have forgotten the horror they felt, as they viewed those shocking TV images of people's loved ones floating in the streets of New Orleans during that tragic first week after Katrina made landfall, but those NO natives will never forget.
Anyone who comes here to ask why the city is so impatient with the pace (and quality) of flood protection construction in NO, needs to remember the horror everyone of us felt as we stood stunned in front of our TV sets that terrible week in 2005.
Imagining if that were our mother, father, sister, brother, lover or friend floating in that cesspool of mud and chemicals. Deaths that should NEVER have happened.
Remember how you felt then, and imagine being there today watching the federal ACOE setting up more victims for a repeat sometime in the future. Then ask yourself again why New Orleans is impatient? If you still don't know why, then nothing I can say here can help you.

I wouldn't visit either city. I have been to both many times.... NOLA both pre and post Katrina, and S.F. pre and post Newsome. NOLA has to get over it's blame-game, and move on and get a City and State Govt. that's competent. And S.F. will always be it's own worse enemy.

I have lived in New Orleans all my 48 years. I was dramatically impacted by Katrina. I lost a 16 year job in health care as the hospital did not reopen. My home and families home ( which we owned) were destroyed.

A Democratic Govenor . A Democratic held State legislature and a Democratic Mayor( Chocolate city Nagin !) along with Bill freezer Jefferson and a host of other liberal key players have failed this Great city.
The facts are indisputable . The Federal Gov. under Bush provided billions to the Gulf Coast Recovery and between there and here something went very wrong. Road Home recovery...FEMA offices under investigation, Nagin and his cronies , along with the state covering Shreveport ,Alexandria, Lake Charles etc before the city in need!

I did not vote for George Bush. But in retrospect, after educating myself to the real facts , not blogged facts, and living here through the aftermath. I have watched Nagin, and city( liberal ) council members block any real recovery!

It is time for liberals to figure out the twisted truth. Progressives and liberal policies may " feel good"
but they are illussions and to date hav enot improved education, poverty, healthcare at all.
They promote dependency for votes!

The liberals are the reason the city hasn't been rebuilt. The levees aren't fixed because of liberals. Wow. Your congressional delegation consists of 2 dems and everyone else is a republican. There is specific legislation that could have been applied to help with many of the issues in NO... the stim bill. It provided billions, tens of billion hundreds of billions for work projects. But your governor turned down part of the money, slow played it so that the money that did come came months after it should have. Further, your republican reps didn't ask for any cash in the stim free for all. They could have. They could have said, "We need to fix these levees once and for all, we need x amount for them. We need to save the wetlands, the best defense against a hurricane. That will take x amount of money. But do you know why they didn't ask, why Jindal didn't make them ask? Because if they had they would have been unable to vote against the bill. They would have been unable to say, the bill is bad, that it won't work that it didn't work (I mention this on a day the DOW topped 10,000). They played politics with your city and now Harry Shear is complaining to the dems about it. Blaming the President. Sorry, elections have consequences.

So intellectually dishonest. Jindal objected to stim funds requiring entitlements that state would be required to continue post funds and the state legislature over ride Jindal.
Only 17% of all stimulus has even been used! Obama was not the key target of my remarks. La.went red not blue in election and stimulus is heavily loaded towards the states that elected him. The levees will NEVER be satisfactorily raised to safe heights by government funds. Private funding is the only solution, If La had the same ability to recieve oilrevenue for th estate as California or Texas we could build Holland like protection on our own dime. Liberal politicians and policies have driven this great diverse city into the ground long before Katrina. Like most major cities in US ( heavily black controlled city gov.) crime and lack of civility and high entitlement and subsidies have created an atmosphere that drives away companies. Billions have been corrupted here since K, and follow the money you will find little Acorn hands, and City hall corupt hands and every major social justice rag tag group attached! Black children are murdering each other and the inner city is eating themselves alive. Barbarism abounds!
Like Chicago, detroit, atlanta etc. The only help to ti scity came from christian outreach groups primarily!
