A listener to my radio show writes:
Harry:
Please parse the phrase "civilian
contractor interrogators" in Iraq and Guantanamo. This phrase has
been used in many NPR reports but it has never been explained and is
always glossed over. In particular, there needs to be an
investigational, informational piece concerning the ultimate
accountability of the (civilian) government, all Branches of the
military, and the private sector to Congress and the public given this
arrangement. Questions that need to be answered are: Why is that
policy in place? How does it work/what is the process? What is the
legal and Constitutional basis for that relationship, and is the
government allowed to "contract away" this function?

Any journalists out there working on this?
