LAS VEGAS — Democratic presidential hopeful Bill Richardson said Saturday that Sen. Hillary Rodham Clinton is "acting as if she's won" the nomination.

"I think this is a time when voters start making up their minds and we draw contrasts," the New Mexico governor told reporters after addressing a union picnic in Las Vegas. "This race is not over. ... We've got three months to go."

Richardson spent his day on the stump in Las Vegas distinguishing his positions from Clinton's. He described his plan to withdraw all troops from Iraq as the "clearest."

Richardson criticized Clinton's decision not to remove her name from the primary ballot in Michigan, despite a promise not to campaign in the state because it broke party rules in scheduling the contest before Feb. 5. Clinton is the front-runner.

"She wants to have it both ways, you're either in or out," Richardson said. "We got to have leaders in this country that are clear, that take strong positions."

Clinton's campaign has said it is "unnecessary" to remove the New York senator from the ballot. It says it's committed to campaigning in Nevada, and disputed Richardson's characterization on Clinton's Iraq proposals.

"I would say that she's been very clear that she wants to get the troops out of Iraq and she wants to do it in a safe and well-planned way," said Nevada Clinton spokeswoman Hilarie Grey.

Richardson planned several stops on the trail in Las Vegas and Reno later Saturday. The governor walked through downtown Las Vegas at a Hispanic Day parade. He accepted the endorsement of the Nevada local Plasterers and Cement Masons union at a picnic. The union has about 2,000 members in the state.

The governor also was to attend to a gay and lesbian issues forum and was to fly to Reno for a meeting with Culinary Workers Union members and a house party.
