BOGOTA, Colombia — Colombia's main rebel movement says it has been holding a former U.S. serviceman for nearly a month and is offering to release him to a humanitarian commission.

The Revolutionary Armed Forces of Colombia identifies the man as Kevin Scott Sutay. It says that his passport says he was born in New York City and that he identifies himself as a 2010-11 veteran of the Afghan war who was an anti-mining specialist in the U.S. Navy until March of this year.

The rebel group says on its website that Sutay was "captured" in southern Colombia on June 20. It does not give the circumstances.

The group says it will free Sutay as a good-faith gesture in light of peace talks going on in Cuba to end Colombia's nearly half-century-old conflict.
