Once upon a time, there was a great and powerful country to the north. The country was having problems with foreigners who had illegally crossed its borders and formed gangs to defend themselves against local, more established gangs. The foreign gangs were, at first, not well-organized, but they learned from their local enemies and were soon competing for turf and a piece of the action. They became every bit as violent and street savvy as the locals -- so much so that their host country decided it was time to deport them to their native lands.

So tens of thousands of the foreign gang members were sent packing back to whence they came -- poor and weak countries to the south. With the skills and talents they had acquired up north, these gangbangers soon began to thrive in their new homes. Their numbers grew, and soon they were spreading fear and chaos as had never been known before. The poor and weak countries to the south were beginning to be overwhelmed by their new settlers.

Meanwhile, the people of the great and powerful country to the north were cultivating a hunger for certain illicit mushrooms that could be had only in distant lands. The hunger grew so insatiable that the market for the illicit mushrooms became lucrative. Huge sums of money flowed from the great and powerful country to the north to the distant lands.

Over time, the routes for the shipment of the illicit mushrooms from the distant lands to the great and powerful country to the north passed through the poor and weak countries to the south. Over time, the gangbangers began to be employed by the distant lands to help transport their illicit mushrooms to the great and powerful country to the north.

The gangbangers were initially paid money for their time, trouble, and expertise. Over time, however, they began to be compensated with a portion of the illicit mushrooms bound for the great and powerful country to the north. Over time, the gangbangers created their own business in illicit mushrooms. They grew wealthy and used their wealth to buy influence and diversify their business. They also used their wealth to buy guns.

The guns were gladly sold to the gangbangers by gun dealers from the great and powerful country to the north where there was an endless supply of guns -- all kinds of guns. Guns that the gangbangers used to conquer entire neighborhoods, hamlets, and towns. The gangbangers killed, raped, and pillaged at will. Over time, order and authority collapsed in the poor and weak countries to the south.

People in the poor and weak countries to the south began to leave their homes. They headed for the great and powerful country to the north. Sometimes they even sent their children alone. But the great and powerful country to the north turned them away at the gates because the people from the poor and weak countries to the south were not filling out the proper paperwork to ask permission to enter. So they were sent back.
