The bitter cold is the result of a split in the polar vortex that allowed temperatures to plunge much further south than normal.
"Due to the EXTREME COLD weather, all criminal activity and acts of stupidity and foolishness has been canceled."
The Cook County Sheriff's Office says the men were wearing "highly-insulated jumpsuits" and took warming breaks Monday while temperatures were above freezing.
Temperatures in Chicago, Milwaukee and across the Midwest are expected to drop as potentially life-threatening wind chills arrive.
