WHAT'S HAPPENING
Legislators passed a bill giving teachers and state employees a 5 percent raise.

Schools in West Virginia will remain closed Thursday, despite a deal between union leaders and the governor.
Teachers will get a 5 percent raise, and state employees will get a 3 percent raise. But there's no clear fix to the employee health care plan.
