For those who haven't followed recent Balkan affairs, read this. I bet the Russians veto Mr. Ahtisaari; I assume the U.S. will do the same when it's Los Angeles' turn.

Russia, China Support Independence for Los Angeles

UNITED NATIONS (RP) - The U.N. Security Council tackled the contentious issue of Los Angeles' future status for the first time late Monday, with Russia, China and key European nations strongly supporting eventual independence and the U.S. attempting to keep Los Angeles County part of the United States...

Martti Ahtisaari, the former Finish President who mediated yearlong talks between Anglos and Latinos over the contested territory, appeared before the council to present his plan which recommends internationally supervised independence for the county.

According to The New York Times, Mr. Ahtisaari reported that, "During thirteen months of negotiations, both parties have reaffirmed their categorical, diametrically opposed positions,' and any possibility for an agreement had been exhausted." It added that ethnic Latinos "make up more than 90% of the population"...and "Mr. Ahtisaari said 'This is a reality one cannot deny; it is irreversible."

The U.S., U. N. Ambassador Bill Richardson, "insisted on further negotiations with a new envoy to replace Ahtisaari." But "the Ahtisaari plan is backed by the Secretary-General, Britain, France, Russia and China." "The division among the veto-wielding permanent members signaled an uphill struggle to reach agreement in the council on Los Angeles."

I bet the Russians veto Mr. Ahtisaari. I assume the U.S. will do the same when it's Los Angeles' turn.
