Waking America From the BP Nightmare

57 days ago, in the dead of night, the worst environmental nightmare in U.S. history began.

The spill cam, requested by Congress, has brought the horror into homes across the country, as we watch tens of thousands of barrels of oil billowing into the Gulf every day.

For years, the oil industry swore this could never happen. We were told that technology had advanced, that offshore drilling was safe.

BP said they didn't think the rig would sink. It did.

They said they could handle an Exxon Valdez-sized spill every day. They couldn't.

BP said the spill was 1,000 barrels per day. It wasn't. And they knew it.

Now the other big oil companies, testifying in Congress today, contend that this was an isolated incident. They say a similar disaster could never happen to them.

And yet it is this kind of Blind Faith -- which is ironically the name of an actual rig in the Gulf -- that has led to this kind of disaster.

In preparation for this hearing, Congress reviewed the oil spill safety response plans for all the top five oil companies.

What we found was that Exxon, Chevron, ConocoPhillips, Shell and BP have response plans that are virtually identical. The plans cite identical response capabilities and tout identical ineffective equipment. In some cases, they use the exact same words and made the exact same assurances.

The covers of the five response plans are different colors, but the content is ninety percent identical.

Like BP, three other companies include references to protecting walruses, which have not called the Gulf of Mexico home for 3 million years.

Two other plans are such dead ringers for BP's that they list a phone number for the same expert - a man who has been dead since 2005.

The American people deserve oil safety plans that are ironclad and not boilerplate.

We now know the oil industry, and the government agency tasked with regulating them, determined that there was a zero chance that this kind of undersea disaster could ever happen.

When you believe that there is zero chance of a disaster happening, you do zero disaster planning. And the oil industry has invested nearly zero time and money into developing safety and response efforts.

The oil companies amassed nearly $289 billion dollars in profits over the last three years. They spent $39 billion to explore for new oil and gas.

Yet the average investment in research and development for safety, accident prevention, and spill response was a paltry $20 million per year, less than one-tenth of one percent of their profits.

The oil companies may think its fine to produce carbon copies of their safety plans, but the American people expect and deserve more. It is time to expect more from the oil industry. And that needs to start today.

First, Congress must ensure that there is unlimited liability for oil spills by oil companies. While we try to cap this well, we must lift the cap on oil industry liability.

Second, Congress must also enact wide-ranging safety reforms for offshore drilling. If oil companies are going to pursue ultra-deep drilling, we must ensure that it is ultra-safe and that companies can respond ultra-fast.

Third, the free ride is over. Oil companies need to pay their fair share to drill on public land. Right now every single one of the companies here today and dozens of others are drilling for free in the Gulf of Mexico on leases that will cost American taxpayers more than $50 billion dollars in lost royalties.

Fourth, we must ensure that new technologies are developed for capping wells, boosting safety and cleaning up spills. I will soon introduce the Oil SOS Act to go along with the SURF fund to ensure that we have 21st century technologies in place for 21st century drilling risks.

And finally, America must move to a safer clean energy future so that we don't have to rely as much on oil to power our cars and our economy. The House has acted, passing the Waxman-Markey American Clean Energy & Security Act. Every day we delay action, Chinese moves ahead in wind technology. The Germans create more solar jobs. Worst of all, American consumers send half a billion dollars a day to OPEC and countries that wish us harm.

In overwhelming numbers, the American people are ready to start working our way to a clean energy future. They want to wake up from BP's oil spill nightmare to a future powered by clean, safe energy solutions.

Agreed with everything for the most part but the writer can't do third grade math...

He refers to the "oil companies" and sites 5 of them. He then refers to their collective profits as "$289 billion," exploration as "$39 billion" and safety as "$60 million" saying the spend $20 million per year each. $20 times five is $100 not $60.

So, the oil companies copy each other's work. That's something that everyone learns in college. What I hope they aren't copying is a corporate culture of cutting corners, killing employees with terrible safety violations, and turning a blind eye to environmental disaster. I know I'm off topic, but the Democratic party need media outlets and hosts for our side of the Isle. Talk radio is owned by 98% of Republicans, and Fox, CNN are right leaning. So, I'm telling you, left media is needed badly.

YOU were great on tv today - i dont know why landreiu and the other blue dogs continue to reject your well crafted legislation in the house - this kind of bill is EXACTLY what we need. I found myself questioning if landreiu even read the bill, the way she dismissed it off-hand as she did during the show. Furthermore, what are the chances that the senate can get any sort of energy plan passed? (this is for anyone to answer here as i doubt rep markey is actually reading these comments). I mean what can we get all the democrats and a single republican to not filibuster? How absurd is it that this is what we have been condemned to by our own government - what energy bill wouldnt be fillibuster after the largest environmental disaster in history. That is more than unfortunate- that is preposterous. That is lunacy - this country used to stand for something, it used to lead the world by example and not be forced to follow kicking and screaming. The climate change debate is nearly irrelevant at this point as there are about a THOUSAND other reasons to pass real effective climate change. If the republicans can not see this, they are all brain dead. American can not let itself rely on oil for around 50 to 60 percent of our energy output any longer - we have the ability to do so much more.

If the plans had phome numbers to a dead man, then it must of had Congresses phone number. Everyone knows those folks have been brain dead for at least a 100 years.

I did not see anywhere in Mr. Marleys article his call for the President to suspend the Jones Act and get us help from Europe. The Ditch and Beligains have method to cut clean up in half.

But one must always protect their union friends

Thank you for the link. I guess Representative Markey did not mention it because he has not thought to request it. If he has not done it he needs to. YOU NEED TO ASK THAT QUESTION, I have asked my Congressman why it has not been requested

Please name 1 member of Congress that does not take money from the industries they reguate

Maybe Joe Barton just has bigger balls than the rest

Thank you Mr. Markey, for you are a true American! Thank you for supporting our President, for only if we have many of you in Congress, we would reach a far way. Unfortunately, we still have Democrats who are a secret racist, and want the President to fail. So once again, THANK YOU!

"1999 ... An ecological disaster greater than the Exxon Valdez oil spill 10 years ago could hit Alaska at any moment, according to senior employees of the BP Amoco company.

The six employees - who have not been named - have written to BP Amoco's Chief Executive, Sir John Browne, warning that "irresponsible operations" at a major oil pipeline are posing an imminent threat to human life and the environment..

The employees say they fear that the 22-year-old pipeline - which carries one million barrels of oil a day - may rupture, or that there might be an explosion at the Valdez oil tanker terminal.

Both installations are run by Alyeska on behalf of BP Amoco, a 50% shareholder. The other co-owners of Alyeska are Exxon and Arco.

"It's not a matter of if it is going to happen, it's when it is going to happen," says one Taps employee quoted by the Guardian.

"It's more dangerous now than it ever was, because Alyeska is being run by spin-doctors," says another.

The letter reportedly contains allegations of

* falsified safety and inspection records
* intimidation of workers and
* "persistent violations of procedures and government regulations"
The Guardian allegations are a blow to Sir John Browne, who has "spent two years re-positioning BP as the 'green' oil and gas company".

Mr Markey, thank you for your efforts.
But alas, you add the perfunctory, "And finally, America must move to a safer clean energy future so that.... "
Meanwhile we drill and mine for oil & gas in the most difficult, expensive terrains which says volumes about how precarious our energy supplies are.
When will you and your colleagues address the easiest, lowest hanging fruit we have towards the mythical clean energy future- conservation? Or at least reveal a contingency plan- if we even have one?
My guess is never- as it will cost jobs and corporate profits.
My guess is the first serious disruption in supply might push us to a discussion of conservation but most likely will lead to ever greater use of coal and NG and not "alternatives".

The position that Congress had to go on blind faith is hard to swallow. There must be plenty of disinterested experts who could have told the truth about the risks of off-shore drilling. A more likely explanation is that too many Congresspeople of both parties accept oil money, so the "promises" of complete safety were taken as being good enough. But they weren't.

The only thing that could have diverted this oil catastrophe is public financing of elections. Ditto the economic disaster and virtually every other corporate greed-induced disaster.

We should expect more from the oil companies, they clearly ordered up these disaster plans from the same company and didn't even bother to read them. We should expect more from the government as the only reason the companies paid for these plans was so they could turn them in to the government. The government required a plan but evidently didn't read them. While the Chinese may jump ahead in wind technology, that isn't stopping them from acquiring vast oil reserves and every mineral deposit they can lay their hands on. They know energy and natural resources are vital to their economy and that is the lesson we should take from them.

Any time politicians wanted to approve wind and solar they could have. They didn't because oil and coal fund election campaigns. They didn't because they did not see the role of government was to protect the people and not the politicians and corporations..

So what can the people do since politicians are bought and sold on the free market like shares in a corporation. The first thing people can do is accept the fact that they cannot have three cars in every driveway. They must have energy efficient lightbulbs. They cannot buy junk food and tap water wrapped in plastic. They can walk or bicycle. They can buy locally. They can give up a lot of shirts and settle for say five. They can realize they don't have to listen to idiot ads re politicians. There are so many things they can do, but instead they feel a huge flat screen tv is what they need most. Americans stop whining. The gravy train just ran off the track
