How Much Would a White House/GOP Social Security Deal Cost You?

Posted: 07/06/11 08:02 PM ET

How much would you lose in benefits if President Obama makes a deal with the Republicans to cut Social Security? The administration isn't denying reports that just such a deal is in the works. As the president prepares to meet with congressional leaders tomorrow, the financial security of millions of Americans may hang in the balance.

According to the polls, so could his political future.

If the President and his party accept a proposed "chained CPI" benefit cut, they -- and not their opponents -- are likely to be painted as "Social Security slashers." (Remember the GOP's Medicare strategy in 2010?) Dealmakers hope to avoid that by hiding the reduction in a lowered cost of living (COLA) adjustment, but it seems wildly optimistic to think a cut of this magnitude can be hidden from the public. It's doubly unfortunate because COLA adjustments should be increased, not reduced.

If you have a copy of your statement of estimated Social Security benefits (a document which, interestingly, the government seems to have stopped sending), this chart may give you a sense of how this deal would affect you:

2011-07-06-BENEFITLEVELSUNDERDIFFERENTCPIS.JPG

The middle line shows today's benefits. The bottom line shows how those benefits would be reduced under the "chained CPI" cut. And the top line shows how quickly living expenses are going up for America's seniors. A fair COLA would be based on the top line. Moving to the bottom line, as this proposal does, is a sharp cut in today's benefits.

If you apply these percentages to your last estimate of benefit payments, you'll get a sense of this change's impact on you personally. If you don't have your last estimate of benefits (or haven't received one yet), here's a helpful graphic from my colleagues at Social Security Works that illustrates the impact of this cut on anyone who, well, eats:

2011-07-06-WEEKSOFFOOD.JPG

The COLA adjustment also determines tax brackets. Changing it would be a two-pronged assault on the financial security of the middle class. It would cut the benefits they depend on in their senior years, while at the same time raising their taxes by pushing them into higher brackets. Guess who doesn't have to worry about this kind of "bracket creep"? Rich people. (They're already in the top bracket.)

The average retired woman receives $890 in Social Security benefits, so the "chained CPI" cut would slash her benefits by almost $500 by the time she's 80. Here's how the cuts work out overall: By the age of 75, benefits would be cut by nearly 4 percent. By 85 that figure would be 6.5 percent, and by 95 it would be 9.2 percent. It gets much worse for younger people, because the effect is cumulative.

Why would the president and his team agree to a cut like this? That gets into the realm of speculation. But there's a naive calculus, expressed by Kevin Drum and others, that a deal now would "take Social Security off the table for a long, long time." Is that your impression of how today's Republicans operate? Deals are made to be broken, and if they invent a phony "crisis" over morning coffee it'll be reported as fact by dinnertime.

Similar reports last January said that the president planned to announce Social Security cuts in the State of the Union, and they were later confirmed. These new stories have been surfacing for weeks without any denials from the White House. Instead we've seen more evasive talk about not "slashing" benefits (one person's "surgical cut" is another person's "slash"). Direct questions have met with responses like Press Secretary Jay Carney's, who said that the President doesn't see Social Security as a "driver" of deficits. (It's forbidden by law from adding to the deficit at all.) Carney added: "The president supports measures to strengthen Social Security, but he does not support anything that would slash benefits for future generations."

Contrast the White House's bobbing and weaving with Harry Reid's firm statements on the topic. In January Reid said Social Security cuts were "off the table." He asked the President to leave Social Security out of the deficit talks in February. In March he said he wouldn't consider restructuring Social Security for 20 years. But now the President has announced that he's taking direct control of negotiations, and it could be hard for Reid to block a White House/GOP deal -- especially if that could lead to a government shutdown.

That means that Social Security is now in the President's hands, and he's not telling us what he plans to do. We're told that we can't expect tax increases for the wealthy, the wisest solution to the deficit problem, because "Republicans... can't sell anything with the words 'revenue' or 'taxes' to their Tea Party members." Obama's base might want to consider applying some pressure to restrict its leaders' negotiation room, too.

A COLA change would also raise taxes on everybody but the wealthy. Is that the kind of accomplishment the President and his party want to campaign on in 2012? The charts and figures here should give you a sense of what this deal will cost you. The polls should remind the president and other Democrats what it could cost them.

The bottom line is you don't KNOW how much it will wind up costing you because once the Democrats and Republicans learn they can do this they won't stop.

More people have to ask themselves that question. I'm fairly successful for a working guy, but I know which side I'm on. No private jet here.

We need a second party to represent the people. Neither wing of the existing party can do that.

Seniors unite! Time to sharpen your terrible swift swords and take care of these republicans who are out to shorten your life. Vote them out, recall them, get rid of them. Get public financing of elections passed. Get the money out and get the people back in. Write and phone your congressman and senators and tell them "no deals on social security and medicare."

I hope Republicans know that a failure to reach agreement on a new debt ceiling and a default by the U.S. will be blamed on them, and the reaction of the voting public will be much like the reaction to Newt Gingrich when he shut down the government. I read these posts every day and I see very few who are in favor of putting the U.S. into default, and fewer still who blame the democrats. That being said I would take social security off the table, and let the Republicans make my day. I believe those who do, will not be around after their next election cycle.

IF THIS OCCURS, IT IS TIME FOR OBAMA TO RESIGN OR SOMEONE TO CHALLENGE HIM IN THE PRIMARIES, THIS IS TOTALLY UNACCEPTABLE. SO MUCH FOR FIGHTING FOR THE AVERAGE AMERICAN. WHAT A DISAPPOINTMENT OBAMA HAS BECOME!

Alan Grayson spoke the truth and paid for his honesty with his job. The Republicant plan is to take away all the other options for the sick and the elderly, and thus will enhance the speed at which they die quickly. Billions will be saved for the wealthy to enjoy.

Obama copied Hillary's domestic social positions to win the primary - even acted anti-war (although one must admit Hillary and Obama were/are very close in foreign policy) - but unlike Hillary, Obama had no intention of fighting for those positions. Since Obama's racist act (calling for blacks to vote for him in SC out of "group loyalty" and when Bill Clinton noted what he was doing having the Congressional Black Caucus condemn the Clintons as racist) worked in the primaries, he seems to believe he can do anything for the right now and still pull that "group loyalty" plus now go right and pick up non-Tea Party GOP and independents to win in 2012.

Hard to see how Obama is a Democrat, much less a leftest or socialist. He is Reagan trying to destroy FDR, but who had to run as a Democrat because that was were his black "group loyalty" base could get him nominated.

So is anyone really and truthfully going to tell me that if a person earned the equivalent of $250,000 during his later working life needs $2.346.00 a month to live on when the average Middle Class American is living on $1.164.00 a month or less,??? If the Government needs to cut S/S to save it than cut the maximum that anyone can receive and raise the cap on what anyone can pay, a cap is a cap regardless of how much it is.

Doesn't a means test make more sense in your example?

How do Republicans not realize that slashing social security and medicare is essentially a tax raise for the middle class? True you wont be spending more, but you will be recieving alot less in the long run.
11:45 AM on 07/07/2011
And when was the last time that the Republicans didn't want to balance their spending upon the backs of the middle class?

Obama has finally crossed the line if he agrees to touch SS, Medicare or Medicaid. All of these should be off the table, period and to hell with reforming any of them. Until someoneone taxes the rich their fair share, eliminates oil subsidies, closes a substantial number of unneeded military bases around the world (and I don't want to hear that "national security" crap either), immediately bring both wars to an end, and legalize and tax marijuana, I am not for changing anything to the programs I've paid into all my freakin' life because the politicians stole money from it to fund other things, Canada, France and Costa Rico are starting look real good...

$47 cost of food for week...do not know anywhere were one week's worth of groceries for two ( say couple continues to remain together after retirement)

Concern here is the snowball effect of cutting medicaid and social security benefits in a population that has greater longevity ( which I understand is the main reason for the financial stress these entities are facing)...and the quality of care ( or lack therof) facing our more vulnerable citizens.

Need to really research this before deciding one way or another on this topic...any REPTUTABLE resource suggests would be appreciated by this reader.

You my friend, if you're lucky, will one day be one of those "vulnerable citizens"...how's that for your first piece of research.

If Obama or any Democrat agrees to cut Social Security, Medicare, or Medicaid, they should be voted out of office. If Democrats are going to act like republicans, we may as well elect republicans.
