The Recovery Is Dead, Long Live the Recovery

The die has been cast. Obama's "nearly complete capitulation to the hostage-taking demands of Republican extremists," as an editorial in the normally sedate New York Times described the deal to raise the debt ceiling, is a disaster in the making. It rules out a vigorous government response to the persistent economic stagnation in which joblessness, housing foreclosures and an ever-widening gap between the top 2 percent and the rest of Americans have become the norm.

But to use the word "capitulation" is too kind, since this president, as was Bill Clinton before him, is clearly one of those "New Democrats" who welcomes the opportunity to jettison the legacy of Franklin Delano Roosevelt as outmoded political baggage. Otherwise, why would Obama have reached for a "grand bargain" in which he even put Social Security and Medicare cuts on the table before the Republicans rolled him?

That same opportunistic reasoning got us into the Great Recession, thanks to President Clinton joining with congressional Republicans to destroy the sensible controls on Wall Street greed that FDR had put in place in order to prevent a repeat of the Depression. That was also the rationale of the Clinton alums that Obama appointed to clean up the mess they themselves had created. Instead of worrying about jobless workers and swindled homeowners, they bailed out the swindlers, following the example set by George W. Bush.

Those policies caused the 50 percent run-up of the national debt between 2007 and this week, when the debt ceiling had to be raised. While the trillions wasted made the bankers whole, it did nothing for the 50 million Americans losing their homes or the 20 percent of the workforce that can't find the full-time employment for which they are qualified. The economy has zeroed out in the past six months, relative to population growth, and in June consumer spending had its biggest drop in two years. The fundamentals are rotten, as reflected in the steep descent of the stock market despite the raising of the debt ceiling.

The Republicans in control of the House excluded such dismal facts concerning the actual state of the economy when they set the terms for the debt ceiling debate, terms the president came to accept. Following the back and forth between Congress and the White House, one would have thought that the recession is over and now is the time to fix extraneous problems that are a quarter of a century up the road, like the baby boomer impact on Social Security. If adults, of either party, had been watching the store, raising the debt ceiling would have been a no-brainer. Instead, the obvious obligation to pay debts that Congress had already incurred was turned into an occasion to wage ideological war on the very idea of government.

In the end, Obama agreed to major cuts at a time when the government needs to spend more money on extending unemployment insurance, mortgage relief to avoid foreclosures, and support for state budgets so that more teachers and firemen are not laid off. That would put money in the pockets of people who would spend it, rather than continue the tax breaks for the rich and coddling the corporations that are sitting on a $2 trillion surplus they refuse to invest.

To cut federal expenditures in the midst of a deep and persistent recession would have been viewed as madness by every modern Republican president, from Eisenhower, Nixon, Ford and Reagan to both Bushes. Ronald Reagan had no qualms about doubling the entire national debt that had been accumulated by all previous presidents from George Washington to Jimmy Carter.

In the current debate, Republicans were accurate in reminding that the presidents from their party had to contend with Democratic grandstanding, including by then-Sen. Obama, in opposition to the inevitable lifting of the debt ceiling. But raising the debt ceiling was always assured and never once did the Democrats go so far as to threaten to put the United States of America into default or risk the nation's perfect credit rating.

Neither party has ever dared to use the deficit ceiling to blackmail the entire nation -- until now. And for that, the GOP is the party clearly at fault. But it is also true that, in his zeal for centrist consensus, a preoccupation doomed to failure in a time of tough choices, it was Barack Obama who folded.

Obama crashed,caved,acquiesced,etc etc etc,,,,,,,,,hes definatley not the man i voted for...very sad he never stepped up for his base...and the wishes of the American PEOPLE...all the poles showed the people wanted a balanced approach..he should have put that in as the framework stallworthly and he acquiesced. The man does not know how to fight at all..

The Republicans stress their view that balancing the budget entirely by spending cuts will bring confidence to the markets that Paul Krugman refers to this belief as the "Confidence Fairy."

With the stock markets crashing that continues after the deal was reached shows that the Confidence Fairy must at least be asleep.

Mr. Scheer can't blame this on the GOP or even the president's unwillingness to fight (aka folding).

Is it coincidence that the president's major contributors were oil companies and investment banks? Who got protection FROM the government for their bad decisions-actions, which has brought devastation to millions of Americans? Caps-limits on liability, bailouts, etc. were designed to protect those industries from any consequences of their own doing, leaving the victims (American public) to pay for the crooks' recovery and/or clean-up.

These government protectionist policies did not begin with this administration, as they've been in place for decades. The only difference between this administration and the previous one, is that President Obama talks a populist theme, castigates the outcomes of negotiations or SCOTUS decisions, but does nothing to prevent them, but rather enables them.

Bottom line, all of our leaders-representatives-justices are owned by and work for their corporate masters (both parties & houses of Congress, the executive, judiciary, and heads of departments-agencies). They're paid by us, but do not care about the best interests of the nation. They jump to the tune of their corporate pay-masters, and focus on re-election and feathering their nests, at our expense.

Repubs get far more campaign contribution from oil industry than Dems. Both get massive amounts from Wall Street. Pharma & Agri industries also give more to Repubs probably because they control the House. Election campaigns are expensive especially for Representatives who run every two years. The Prez is NOT the problem. Tell your Congresspeople that Moderates must control the political process. Rightwing and leftwing extremists must not be allowed to commandeer the Government.

Yes, it's true that Obama folded.

But, more tellingly, it's true that Obama and the Democrats set up this situation -- by refusing to pass a debt ceiling raise last year when they had control of Congress -- so they could fold. In other words, they WANTED to be forced into this position.

The Democratic Party is every bit as much owned by corporations and banks as the Republicans. But they're actually worse than the GOP because they try to hide this hideous fact.

It is impossible to determine who is worse, so lets focus on the problems and the solutions. Government must be controlled by true Moderates, Independents, and Progressives. Extremists on the rightwing fringe AND the leftwing fringe must not be allowed to EXTORT the American people for their base's political gain. Dems should have passed a debt ceiling increase in 2010 when they controlled both the Senate & the House, but they wouldn't have raised it by enough. In late December 2010, well after a debt ceiling bill would have passed, Bush Tax Cuts were extended in exchange for extending long-term unemployment payments. Revenues were lower than projected because of this and spending was higher. This accelerated the debt ceiling problem. Remember which party is fighting for which Americans' BEST INTERESTS.

Robert, there is no recovery, never has been a recovery. There may be one later after the Community Organizer is booted but, I doubt it. Too much spending and debt.

According to the National Bureau of Economic Research (N.B.E.R.), the body that measures recessions, the Great Recession began in late 2007 and lasted through June 2009. That means we are IN a 2-year recovery until the N.B.E.R. Why haven't you noticed? Is it because there is no force in the universe that could make you think that Prez O did something well? There is too much spending!! Trillion of dollars have been spent on 2 wars that Prez Bush started and Dems & Repubs supported. Even though Prez Bush left office in Jan 2009 when Prez O was sworn in, Prez Bush's last budget was in effect from Oct 1, 2008 through Sept 30, 2009 EIGHT MONTHS into Prez O's term. Prez O can't be blamed for that budget. Sept 30, 2011 will end Prez O's SECOND FISCAL YEAR BUDGET. During that time TAX REVENUES PLUNGED due to massive unemployment & business failures! This has exposed YEARS OF OVERSPENDING! Tax cuts for the wealthiest Americans and special deductions & tax credits for multinational corporations are JUST AS BAD as overspending. Past & present Congresses should receive MORE BLAME THAN PREZ O. Focus on the problem of how we got here and fix it.

If the Federal Credit is maxed out, stop spending more than they take in. If it is good enough for the citizens it is good enough for their public servants. The Federal Government extorts my money in order to buy power and and control over every aspect of my life. I will free myself from this Federal Bondage. YOU ARE NOT A SLAVE TO ANYTHING BUT YOUR OWN IGNORANCE. The Government doesn't EXTORT, only the TeaPublicans do. For years, Dems & Repubs have counted on tax revenues to be consistent enough to continue spending ON WARS, Entitlements, and Tax Cuts for the wealthiest Americans and corporations. The Federal Government is an AGENT for the American people. Sometimes, a group of Americans is represented better/more than what is equitable & JUST because of a corrupt campaign financing process. The SECOND WORST GLOBAL DEPRESSION IN HISTORY has exposed flaws in the political process. Be part of the solution instead of part of the problem. Tell your Senators & Representatives specifically what you want cut, raised, and AMENDED (ie..Bal'd Bdgt Amendment). Don't assume ONE party is entirely wrong on every issue!!

As yet another example of just how limited Obama's campaign was, he never ruled out benefit cuts to Social Security. In a 2008 interview with the Washington Post Obama stated:

" I believe everything has to be on the table that is genuinely intended to strengthen the program. We can close the gap with an equitable mix of benefit and tax changes similar to those recommende­d by the bipartisan Greenspan Commission in 1983."

Naturally, this was prefaced by a statement that he would prefer to raise the FICA cap, but just for the top 2% of wage earners. When late last year the administration faced a backlash from the Deficit Reduction Commission report, he retreated to a position of no "cruel cuts," once again leaving the door open for a nickle and diming of the program.

This administration has never really stood for anything concrete, let alone any real progress.

Indeed YES... "return POWER to the PEOPLE" (quoting you, emphasis mine). This proposition has little to do with the finance of governance, and almost EVERYTHING to do with democracy. Don't know if you noticed, but recently the Supreme Court ruled that CORPORATIONS may now spend unlimited amounts of cash electing anyone they choose AND dis-ing their opponents... and don't think they won't. What is going down the tubes here is the US of A is democracy. People like you and me have virtually no say.... we can no longer afford to have a say.

Then you have no problem with dismantling our empire (leaving Afghanistan,Iraq, Germany, Japan, etc) and retooling the military to simply protecting the North American continent and forever forgoing wars of adventure that are not necessary. Not all debt is BAD. Haven't you or anyone you know bought a U.S. Savings Bond, U.S. Treasury Bill or Bond? Have you ever had a mortgage, car loan, or student loan? Spending cuts, like getting out of 2 wars costing trillions of dollars, eliminating tax deductions, tax credits, & subsidies for Special Interests (wealthy individuals, multinational corporations, agriculture), and slowing the growth of Medicare costs must be brought under control so that budget surpluses can be built in good economic times and used as stimulus in bad economic times without raising the debt ceiling. If war is necessary or natural disasters strike, additional borrowing could be justified.
