Last week, to the delighted huzzahs of Government Mule fans the world over, Rep. Barney Frank introduced two pieces of marijuana-related legislation -- one to prevent the Federal government from interfering in medical marijuana programs implemented by state governments, and the other to decrease Federal penalties for personal possession of, in legislative parlance, "the sticky icky."
