To fully understand the context, you have to understand that there are packs of dog bullies in SF. If their dogs urinate all over your door, they tell you to move; if their dogs attack kids, they say the kids provoked it (for trying to play in a public park where they're illegally running their dogs off leash); if their dogs attack an elderly person, they say the senior is obviously a bad person.
These people can only bond with dogs, since they are sociopathic, or other dog bullies like them. They congregate in public parks, which they've now take over, even though off leash dogs are illegal. The public officials -- the supervisors, police, mayor -- are afraid of them. Lots of lawyers in the group, so they are politically savvy. One local politician compared their methods to the religious right. Lots of them posting here.”
