“First, regardless of the status of the parent, if the child is an American citizen (or in the case of some state and IIRC federal programs not even that) is entitled to certain benefits. If they are working and file taxes they will get certain credits as well such as the EIC.
Even the worst public school in CA or elsewhere is likely to be better than in some parts of Mexico/South America and it's free. If the family has low enough income the child will qualify for free breakfast and lunch.
As for being "discouraged" from having numerous children, much of that could come from cultural traditions and the influence of religion including the Catholic church.
Being as that may there are signs many Hispanic/Latino women are starting to engage in family planning. Like White American women before them these women are seeing the poverty and drain to their own and their children's health that comes from having more children than the household can provide for.”
