Expensive to build?
How much does it cost to build a stick house and then rebuild it again after it was leveled by a tornado? Even with insurance money you always lose. And how much does it cost to replace all ones possessions, old photos and keepsakes, and peace of mind. What does it cost to "replace" a lost family member or "repair" physical injuries?
Hideously ugly?
I suppose aesthetics is a person thing, but how hideously ugly is a home that has been reduced to a trash heap by a tornado? That ugly concrete house would look splendid as the only house still standing in a neighborhood of leveled stick houses. A lot can be done as designs evolve and people's esthetic sensibilities evolve in the wake of death and destruction.
