I have a theory Trickle from the Middle Up and Down Theory it can be used in numinous ways the Project is loosely based on the Opportunity Maine Tax credit and the $5250 Tuition Reimbursement program being used to send employees back to school with the employer paying and receiving a tax credit. Just imagine a tax Credit used to bring graduates and small business together Checks and Balances Quarterly reviews a tax credit that would help the middle class to start to grow again. and Jobs!!!!!
