“I think the assignment is pretty obvious. Washington wants the in-field version of Canibis Laws to be put thru a couple of test cycles before they figure out if they want federal legalization and in what version.
It may not be the best case senario for all off the people but it just might (finally) give many of the key players an honest look at what is really out there and how legal Canibis effects the american public.
