If the ACA turns out to do what the Democrats hope it will ,then the ACA will be a positive for the Dems. The next 12 months will be interesting. This left the CTA unable to address a growing problem with the rail bed. Due to safety concerns speed limits were reduced repeatedly causing transit times to increase from 20 minutes to over 50.
By the time the rail bed issue was addressed it was to late for repair, replacement was necessary at much greater expense. Not to mention the loss of 1 hour a day to commute time for thousands of people.
It was a federally imposed net lose in funds.
