In most states, the police cannot take someone in to custody solely because someone else thinks they are crazy.
This guy had a long history of unusual behavior , he had seen a counselor on various occasions and his parents were very worried about him. As a mother, I thinks that is a plenty good enough reason to lock the kid up until doomsday, but that is not the law. In my state, he would have to present an immediate danger to himself or others. If he was polite, coherent, and appropriate when the police talked with him, they'd have to let him go. So would a hospital.”

How are people in this country, without health insurance and an established relationship with a mental healthcare professional going to obtain said certificate ? What criteria will the mental health care professional use to determine people's fitness to own a firearm? What qualifications should this mental healthcare professional have before he is allowed to grant certification? How long should this certificate be good for? Questions can go on and on.
The good news is, there are countries who have instituted gun ownership regulations that do work to reduce firearm associated deaths. In no way do they prohibit random individuals from owning firearms.”

Mental health professional are already licensed by every state and a board of psychiatrist can develop the criteria of the certificate. No other country has the proliferation of guns as the the US.”
