The proposals made by IPAB must not include any recommendation to ration health care, raise revenues or increase Medicare beneficiary premiums, increase Medicare beneficiary cost sharing (deductibles, coinsurance, or co-payments), or otherwise restrict benefits or modify eligibility criteria. The Department of Health and Human Services (HHS) must implement these proposals unless Congress adopts equally effective alternatives. The board is also required to submit to Congress annual reports on health care costs, access, quality, and utilization. IPAB must submit to Congress recommendations on how to slow the growth in total private health care expenditures.”

“The only difference i see between the two is that the for-profit system may refuse to pay for something, but it does nor forbid the Doctor from performing the service if you choose to pay for it yourself. The Government run plan actually makes it a crime for a Doctor to perform an unauthorized procedure.”

“It's in the 20,000 plus pages very few people have read yet. Starting with the idiots who voted for it before reading it. It allows for a government administrator to decide if something is too costly versus the liklihood of its effectiveness. Essentially it allows someone else besides you or your family to decide if a procedure can be performed even if you were to opt to pay for it yourself. Another one of those sneaky things in the bill like making it so only the government can make student loans. What does that have to do with healthcare?”
