“I have an aunt who moved to Tucson years ago partially because of her allergy problems. My aunt thought she would find relief from her allergies in the Arizona desert. However, she found that Tucson is not that much better because of the vegetation that was brought there for landscaping. She has allergy problems throughout much of the year and has to stay on medication.”

No wonder the finders try and circumvent the system. Nothing in it for finding it and digging it up.
Weird system that doesn't encourage the turning over of treasure, since the govt. wants it so much.
