“You didn't seem to understand my reply. My reply addressed the two primary reasons for unpaid debts, inability to pay and dispute of the debt. When someone does not get money up front for goods or services provided, then they run the risk of someone not being able to pay. Not being able to pay is not stealing. It can however be illegal if the person has no intent to pay. If a person enters into an agreement to pay (aka, a debt) with the specific intent not to pay, then it is often fraud. That is not stealing per se, but it is essentially the same as. However, if they do have the intent to pay then it is not stealing. It is breach of contract, which is a civil matter. ................ FYI, dispute of the debt is not just saying that you did pay or that you didn't get anything. It also includes both verbal and physical contracts, the terms of which the charging party must meet, even if they do provide something of value.”

“No, if you have a bill that you cannot pay or which you dispute the validity of, then it is not stealing (in some situations it can be considered fraud). Disputes and financial issues come up all the time. Sometimes a person doesn't even know that the debt exists. Another way to put it is, if a creditor wants to for certain get money, then they must receive it up front before providing whatever is being provided. Otherwise, they take on the risk of the person not being able to pay or disputing the bill.”
