Biden Gets China

A senior White House official has confirmed that Vice President Joe Biden will take the lead on the administration's next phase China policy.

While the Departments of State and Treasury have held important functional roles in conducting the China-US Strategic and Economic Dialogue meetings, raising the bilateral status of US-China relations with ongoing meetings between two senior US Executive Branch officials with two of China's most senior leaders, Vice Premier Li Keqiang and State Councillor Dai Bingguo, there has been a general sense that neither Timothy Geithner nor Hillary Clinton and her team were comprehensively driving US-China policy. 

The White House official made clear that the coming shift in the locus of US-China policy management was not a critique of either Clinton or Geithner's management of the China portfolio -- but rather, the rise of Hu Jintao heir apparent and current Vice Premier Xi Jinping as the likely next President of China created certain practical challenges in dealing with him on a same-status level throughout much of 2012 until Xi's accession to the presidency is formalized.

The view of some of the administration's China-handlers is that management of US-China policy has become so central to a vast array of other policy challenges that the administration's approach needs to be both broad and managed with "a deep and senior bench."  The evolution of many functional offices at the Department of State and Treasury tasked with various line items in the China-US Strategic and Economic Dialogue has helped stabilize many aspects of the relationship and has helped to benchmark meeting to meeting progress on core concerns. 

National Security Advisor Thomas Donilon has essentially been holding the China policy portfolio himself since September 2010 when in the early part of that month he and then Obama national economic advisor Lawrence Summers went to Beijing to attempt a reset in a quickly deteriorating US-China economic and military relationship.  For the most part, currency politics aside, Donilon's mission has succeeded -- and he has since preempted either Clinton's China hands, particularly Assistant Secretary of State Kurt Campbell, or Geithner's team from taking primacy over US-China policy. 

The shift to a strategy of engagement with Biden at the top, orchestrated by Donilon, allows the US to deal with China's likely next president from a Vice President to a Vice Premier/Next President status -- and to continue both the Departments of State's and Treasury's ongoing engagement with other designated key Chinese leaders.

After President Obama's 2008 presidential win, the original intention of the White House was to focus the Vice President primarily on domestic matters -- telling this writer at the time to remember that Joe Biden had recently been featured in Working Mother magazine.  Part of the concern at the time was that with such personalities as Defense Secretary Bob Gates, Secretary of State Hillary Clinton, then National Security Advisor General Jim Jones, super-general-in-the-field David Petraeus, CIA Director Leon Panetta, Envoys Richard Holbrooke, former Senator George Mitchell, Stephen Bosworth, and Dennis Ross -- Joe Biden as a roving foreign policy/national security hand wasn't perceived to be stabilizing to a strong-on-divas Obama team.

However, Joe Biden quietly took on national security tasks that were key to President Obama and that needed more off the newspaper front page handling.  These included laying the groundwork for the major nuclear materials summit that the Obama administration hosted in April 2010 as well as lining up the continuity of thinking and policy deployment tying together this nuclear materials and WMD summit with President Obama's Nuclear Posture Review and the Senate passage of the New START treaty.  Biden also played a leading role -- along with Defense Secretary Bob Gates -- in the "Russia reset." 

And whether Iraq's democratic-appearing government survives or not, the person who did more than any other behind the scenes to broker the deals and to play communications envoy between factions of Iraq's fractured political order was Joe Biden.  Biden has worked nearly every day -- and definitely every week of his tenure in the vice-presidency trying to seduce former, bitter enemies to realize that they had more ultimately to gain for their constituents, their nation, and themselves personally if they held together the semblance of a constitutional arrangement rather than ripping it up and devolving into civil war once again.

Biden has checked off the boxes of Iraq, Russia, and nuclear materials -- and his foreign policy slate is largely clear.

While this writer thinks he should be the person who does for US-Afghanistan policy what he did in the US-Iraq case, a topic for another day, Biden's next big task will be the next phase evolution of US-China policy.

Curious on that point of view. WHICH nation is China not cooperating with?

Take the most contentious issues involving China today - say the South China Sea.

If we take the Western standard of behavior, where oil producing sovereign territory is involved, the most recent was the defense of the Maldives by the Brits is the gold standard. Warships and men are sent literally half the way around the globe if necessary, nukes were brandished as a possiblity, even as America cheerleads. Yet China had done none of that, instead preferring to stick to the policy of joint development and leaving the ownership issues to later, wiser generations.

Against the backdrop, America chose to stick its big nose in the fray, as a result of which the small neighbors are making ever more aggressive demands, raising the temperature and the rhetoric.

Biden has been a disaster in negotiating with Congress. The idea of Biden negotiating with China is scary. Biden recently negotiated a used car for President Obama. Since the car was worth $10,000, he was able to negotiate the price down to $15,000 by insisting on removing the AC and the radio from the car.

Good article, Mr. Clemons. I've always thought Biden would be a good president. Our world is much smaller and thus our conversation globally is more vital than it has ever been whether we like it or not; Biden always seemed to understand this important fact :)

Joe Biden is one of the busiest, most diverse, and most effective VPs in our nation's history. Previously one of our most powerful Senators, as VP he actually works. Obama has also well-utilized Biden's foreign policy expertise almost as a secretary of state, sending him to the hottest spots around the globe. He's good and has a good reputation and rapport with foreign leaders. It's been interesting to watch. Obama chose well.

Hasn't foreign policy always been Biden's strong suit? I'm sure that was why he was selected by Obama for his VP. When Biden was in the Senate, he was one of the few making any sense when it came time to talking about some of the key foreign policy matters. And the article tends to support what was written elsewhere, that is for 2012, Clinton and Biden will switch positions, where perhaps Biden will be at his best as the Secretary of State.

Biden has been fulfilling both roles very well so far, why bother to change now? In addition, I'd prefer Biden as POTUS in 2016 over Clinton. It's a personal choice. I like his style.

I would, too. But in this day and age of media scrutiny so tight, it tends to make a hiccup blow out of proportion to that of a twister. Joe's been known to shoot from the hip and make those gaffs the media feeds on. Yet, I've heard him speak at a National Association of Drug Court Professionals and he's got a heart and tons of common sense. Yet, he's been in politics and I don't think it was an accident that his son was able to become Attorney General of Delaware; perhpaps natural ability and politics played a part. One needs to have some skill in the political arena to get things done, so I'm not just criticizing, but speaking frankly.

Joe Biden gets credit for being right about Afghanistan. Biden told Obama that trebling US troops in that country would be hugely expensive and only widen the insurgency. Bingo.

Gates, Clinton and Petraeus have caused the squandering of hundreds of billions of dollars on Afghan quagmire.

It's puzzling that regardless of the topic and the facts of the matter as presented in a post by a credible writer like Steve Clemens, there are those who manage to use the forum for personal attacks on Hillary Clinton. Just as a refresher, the dictionary defines sexism as 1:prejudice or discrimination based on gender, especially discrimination against women
2: behavior, conditions, or attitudes that foster stereotypes of social roles based on gender.

FYI: the Huffington Post bans sexist comments and ad hominem attacks on public figures or other commenters.

As noted by others, Biden was a vigorous advocate of splitting up Iraq into Sunni, Shiite, and Kurdish autonomous regions with a split on oil revenue and other obvious joint interests (eg, infrastructure of all description), which was a reasonable position for anyone interested in a stable, fair outcome, the US having destroyed any chance of a unified, robust Iraq except under another strongman.

However, given the US has NOT left, its military/security/oil mission simply moved under State for optical reasons, nor with any indication whatever it intends to leave, I have to ask why Biden's "role" is getting this sort of spin except as some pre-positioning should things fall apart - in which case either Biden takes some "credit" on behalf of a "brilliant" Admin strategy for the above scenario's realization under open-ended US auspices, or the *&%^ should it all go in the tank.

As an aside: what exactly is Obama's strong suit? It's not foreign policy, it's not the economy, it's not energy or environment policy, it's not social programs, and given serial war crimes and ongoing banktserism, it's certainly not as a Constitutional lawyer upholding the Law. So....?

Just for the record, Biden strongly and tirelessly advocated that US policy vis-a-vis Iraq should be to promote a political solution based on federalism and Iraq's constitution that would keep the country UNITED.

VP has traditionally been a do-nothing job, but Cheney and now apparently Biden has changed that. Tom Lehrer introduced his song "Whatever Became of Hubert?" about then-VP HH Humphrey, noting that he appears occasionally in the "Where Are They Now?" column. The recent talk about Biden and Hillary changing jobs made no sense to me. Hillary has the more important job, why would she give it up? But maybe VP is an important job now, but it never used to be. __ Quick, name something Gore did as VP under Clinton. Me neither.

Al Gore was a very active VP under Clinton. It never made a lot of sense to keep the person who was a heart-beat away from the Presidency, as in the dark as FDR did to Truman or Eisenhower did Nixon or perhaps JFK to Johnson. That these people were the VP nominee may have been a matter of political expediency for electoral reasons, fact is -- they're still a heart-beat away and should be more in the loop.

I hope that this is a veiled reference to Biden taking the job of Secretary of State from Hillary Clinton, and she will take Biden's job as Vice-President. Biden is still "dead weight" on the Obama ticket, and it would be best to bolster it with the addition of Clinton. It is obvious that Romney will select either Senator Marco "Polo" Rubio from Florida or Governor Fatt Fatty, uh, Chris Chrstie of New Jersey for his VP slot. It is unfortunate for Romney that Florida's most respectable man, Tom Petty, will vote for Obama again; New Jersey most respectable man, Bruce Springsteen, will also vote for Obama again. However, I'm sure that Joseph Smith and Brigham Young will cast their celestial votes for Romney from the Mormon planet of Zenu...in their magic underwear, of course.

Interesting. Given that Biden took over the Iraq negotiations and delivered an exit on schedule, this transfer is likely just more evidence that the President is not adequately served by the leadership in the State Department. If a veiled reference, it could be about the coming retirement of Hillary Clinton from the administration by the end of the first term, as she has said. But then again, she has been "wrong" about her plans, intentions and promises before.

For several years as a senator Biden supported a tripartite Iraq plan, which would have made Iraq a political, ethnic, and religious Humpty-Dumpty that could never threaten Israel, one whose oil would be easier to access when the time came. In other words, Biden was vocally loyal to the interests who got us into the Iraq war in the first place. Thanks to Wikileaks' exposure of (a sprinkling of) American war crimes in Iraq, Obama had to tarnish his record by actually keeping a campaign promise and withdraw from Iraq in 2011, before America could totally destroy any chance of Iraqi unity and autonomy. But you're right, Steve, Biden did the best he could under the circumstances, where America held most of the good cards. As for China, whether under Hu or Huever, he and BO should be about as successful as Nixon and K were with Mao and Chou. In other words, crafty man though he is, Biden will be way out of his league.

I have no clue what you think would be different in China today under any circumstance. Nor why you think that current outcomes in China are really worse than any that have ever been available.

The transition in Hong Kong worked well enough that it's not clear to me why our China policy can't largely be put on cruise control. Really, show me anyone that was saying then that Hong Kong would still be Hong Kong today,.

President Obama is wise to concentrate US-China policy management with the very able Biden and not once again permit the deep Clinton conflicts of interst to determine or distract critical international policy decisions or implementation. This decisions follows President Obama's personal intervention to remove Secretary Clinton from decision-making authority on the controversial US-Candadian Keystone pipeline project because of the deep involvement of her campaign staff and presidential campaign contributors as lobbyists for TransCanada.

We can only hope as well that Mrs. Clinton, widely reported to be very tired, is preparing to retire and the Obama administration is assuring a smooth transition of China policy into a second term without her.
