Obama and Israel: The Record, the Facts

Posted: 10/24/2012 11:41 am

President Obama has been criticized for being wrong for Israel. Even in the third debate of the Presidential campaign, a lovefest toward Israel, which was mentioned 31 times by the candidates, Governor Romney managed to get in a couple jibes against Obama's Israel policy. "I think the tension that existed between Israel and the United States was very unfortunate." He went on to complain that Obama had not visited Israel, inferred that Obama had a poor relationship with the Jewish State, and accused Obama of wanting "to create daylight between ourselves and Israel." Others opposed to the president have even been known to claim that Obama is the worst president for Israel in American history.

But history emphatically tells us otherwise. Many presidents saw Israel as a burden and acted accordingly. Truman recognized Israel's existence six minutes after its birth, but also embargoed arms before and during Israel's War of Liberation. Eisenhower, who doubted whether Israel should have even been created, forced Israel to return its gains in the Sinai and Gaza in 1956 by making a variety of threats, including ending tax-deductible gifts to Israel.

Ford set up a reassessment of America's Middle East policy in 1975 because he was angry at the Israelis for refusing a proposed disengagement agreement with Egypt. Carter brokered the Egyptian-Israeli peace treaty, but otherwise endlessly clashed with Israel. George H.W. Bush's secretary of state told Israeli Prime Minister Shamir publicly to phone the White House when he was ready to talk peace, and later denied Israel critical loan guarantees when refugees from the Soviet Union were arriving.

There are no similar episodes in Obama's record. Instead, he established the closest working military and intelligence relationship with Israel in the country's history: joint exercises and training, increased security assistance every year, unprecedented advanced technology transfers, doubling of funding for Israel's missile defense system, and assistance in funding for the Iron Dome system that today intercepts rockets headed for Israel. Indeed, in the debate he was emphatic that Israel "is a true friend and our greatest ally in the region," and went on to say later, "I will stand with Israel if they are attacked. And this is the reason why, working with Israel, we have created the strongest military and intelligence cooperation between our two countries in history."

More facts. The Obama administration has opposed efforts to boycott or divest from Israel. It backed Israel on the infamous Goldstone Report, the anti-Israel Durban Conference, the Gaza flotilla incident, Palestinian effort to gain recognition as a state, and others. And the U.S. voted with Israel at the UN 100 percent of the time under this administration, a first in modern history.

So what's the problem? Certainly, the poor personal relationship between the Israeli and American leaders does not help. But this is not the first time that an American president found an Israeli leader frustrating, yet managed to enhance U.S.-Israeli relations. Ronald Reagan had a number of diplomatic conflicts with Israel -- the peace process, the U.S. sale of AWACS jets to Saudi Arabia, Israel's attacks against Iraq's nuclear reactor and the Lebanon War -- yet strengthened security ties with Israel. Like Reagan, Obama has exponentially enhanced U.S.-Israel security cooperation. But unlike Reagan, Obama did not suspend arms transfers to Israel because of a disagreement with its leaders.

Recently, the Israeli-American discord has centered on Iran. The president and prime minister disagreed over setting a red line delineating when military action would be taken. But few noticed when the U.S. and Israel quietly resolved the issue, with Netanyahu agreeing to delay action until next year at the earliest and praising the president at the UN for his efforts.

In fact, Obama has supported the toughest sanctions on Iran in history, in pursuit of the goal of preventing Teheran for gaining nuclear weapons. In the foreign policy debate, he stated categorically that "...as long as I'm president of the United States Iran will not get a nuclear weapon. I made that clear when I came into office."

His statements and actions are far tougher than anything provided by President George W. Bush. Standing with Prime Minister Olmert in Jerusalem in January 2008, Bush could only offer, "I believe it's incumbent upon the American Presidents to solve problems diplomatically. And that's exactly what we're in the process of doing. I believe that pressure -- economic pressure, financial sanctions -- will cause the people inside of Iran to have to make a considered judgment about whether or not it makes sense for them to continue to enrich.''

For Obama, opposing Iran's nuclear weapons is part of his longstanding opposition to nuclear proliferation. In 2004, even as he opposed the war in Iraq, Obama told The Chicago Tribune editorial board: "The big question is going to be, if Iran is resistant to these pressures, including economic sanctions, which I hope will be imposed if they do not cooperate, at what point are we going to, if any, are we going to take military action?" Admitting that attacking Iran might hurt America's image in the Arab world, he concluded, "On the other hand, having a radical Muslim theocracy in possession of nuclear weapons is worse."

Obama's Iran policies have been working, with intensifying sanctions helping to cause accelerating economic chaos, and protests, in Iran, which is today weaker than four years ago. Tehran may have made advances toward a nuclear force, but the costs of that movement are clearer than ever, and the worldwide opposition more determined and tougher. Iran is paying a heavy price for its pursuit of nuclear weapons, and that price will grow higher. There is no argument between Israel and the U.S. on that score.

The critics are simply wrong. Obama has been an exceptional supporter of Israel where it counts -- on the hard-core security and diplomatic issues that provide assistance and protection in a very dangerous region.

It is amazing how American politicans have to kiss the feet of Israel and no other country. You dont see politicans bowing their loyalty to China or India.

or trumpeting other serious allies like the UK, France and Germany. The only ally American politicians blow the bugle for is Israel.

Israel is by far the most stable ally we currently have, the European union is a sneeze away from collapse, and the UK is practically a police state.

On the international stage and especially in the Middle East, symbolic gestures are sometimes as important as practical ones. Never visiting your closest ally, bashing it's prime minister in public - the message as Israel's foes understand it is clear. And may be it raises doubts from US friends around the world too about the way they could be treated in the future.

Obama made sure to use the words 'red line' in the 3rd debate, and to mention Israel over and over. Too little too late and it came off as a political ploy. He's been caught on a hot mic degrading Bibi, he has made no effort to visit Israel. He has an extremely low approval rate in Israel and the tension between the two men is obvious. Democrat congressmen had to send Obama something like 60 some odd letters imploring him to pay more attention to Bibi and Israel. Does Obama really think Americans are too stupid to see how he really feels?

Thank you for your excellent essay about the support of the Obama administration for Israel.
As you expertly state, President Obama has done many things which really matter to Israel
rather than just make empty gestures or pose for just photo opportunities.

News today: "Former president Jimmy Carter said on Monday that Washington had “zero” influence over Israel and the Palestinians to resolve their decades-long conflict, and its sway had dropped to the lowest level in 45 years."

Israel is the most dangerous country in the world today. We are allowing them to put all of the US at risk so they can get land beyond the 1967 borders.

It sounds like half the people here think Obama is controlled by Israel and half think that Obama is terrible for Israel...but it doesn't sound like anyone is basing their vote on this issue.

Except, as the author of this article illustrates, the facts stack up for the former and not for the latter.

The facts stack up for neither. The article shows cooperation between the US and Israel, not control.

As usual, voters are given two choices, both of whom have passed the Israel litmus test.
Same in the UK: Cameron or Milliband. Anyone who flunks the test, such as Ron Paul, is ignored
or deprecated by corporate media.

Ron Paul's views on israel have very little to do with why he was largely ignored. He is completely out of the mainstream on just about every topic under the sun (foreign policy, taxation, regulation, social policy). You are focusing way too narrowly.

Why should supporting Israel even be a campaign issue? If we support Israel, shouldn't we affirm our support of every other country, even ones whose status is still unclear (such as Abkhazia)?

We give Israel something like $3 billion every year. Wouldn't it make more sense to spend that money here?
09:15 PM on 10/25/2012
jews shake the money tree and out fallls ...$5 600 million for the elections...

and it is donated to the candidates in the name of support for israel

Yes. Yes it would.
Unfortunately, ensuring that Israeli's all get free health care and enjoy a decent standard of living is much more important than ensuring all Americans achieve the same.

I hope all those in doubt about President Obama's attitudes and actions towards Israel are taking note of the truth before it is too late and the hawks take over in this country.

President Obama has been criticized for being wrong for Israel. ............................Israel is wrong for America....time to drop Israel like a bad habit!

You are correct. I hope we can come to our senses on this issue.

Iran is paying a heavy price....and the American people have paid, and continue to pay, an even heavier price for our government's support of all things Israeli. It's time Israel takes responsibility for it's own security and future. Israel is not our 51st state.

Primary reason we ended up with Bush disaster instead of Gore is a few statements Gore made about upgrading Cuba relationship. That lost him Florida and doomed his chances at Presidency.
Any discussion of that?
Why not? Oh.... afraid of losing the election.

Israel seems to have always two Presidents looking after them and covering for their outrageous policies, one of them we pay for. Why can not we have one of our own?

Obama's real record on Israel - Anne Bayefsky

During the final debate, President Obama pointed to his 2008 pre-election visit to Israel’s Holocaust memorial, Yad Vashem, as an answer to Governor Romney’s criticism of his foreign policy on Israel. That same stop was made by over a million visitors and hundreds of world leaders and dignitaries the same year. Invoking it as a means to establish the President’s pro-Israel credentials is an insult to the intelligence of voters who care about the welfare of the Jewish state.

The president’s move is reminiscent of a similar game played by the United Nations. The organization trashes the state of Israel 364 days a year, and pauses on the anniversary of the liberation of the Auschwitz concentration camp on January 27th for an “International Day of Commemoration.”

Undoubtedly, keeping the memory of the Holocaust alive is a service not only to Jews but to anyone interested in preserving and protecting universal human rights and freedoms.

But the question before American voters, who value our special bond with the Middle East’s only democracy, is whether the specifics of the president’s four-year record are consistent with the well-being of the people who live and breathe Jewish self-determination as a bulwark against modern anti-semitism.

Well the truth is Americans don't care for Israel when it comes to USA elections, Romney and Ryan can keep lamenting about the daylight spin but this is the reality...Americans are citing for USA and not Bibi...

What is an insult to all our intelligence and dignity is the way politicians are expected to get on their knees in front of Israel and "prove" their pro-Israeli credentials. None of these candidates owe anything to Israel or the Lobby. I wish at least one of them had the balls to say what a giant liability Israel's policies have been to USA and how much we have been hurt by our seemingly unconditional underwriting and financing of their despicable policies.
11:42 AM on 10/25/2012
Israel is the only country the US can count on the the ME for anything. The US is more than repaid from the intelligence and other support it receives from Israel. The US pumps more money into Muslim countries than it does to Israel and receives nothing in return. In fact the more money given to Muslim countries increase the hatred they have for us. Throwing Israel under the bus will not make the Muslims love us more.

As for politicians, they like Jewish money and votes. That is important to them at this time of the year.

Turkey's flotilla attempt to break the Gazan blockade, a clear provocation, ended in tragedy and with a president who said and did nothing to assign blame where it clearly lied. President Obama surely views Israel differently than any other president and I shudder ro think what pressure will be put on her if the President should win reelection. Yes, just as the President told Putin that he'd have more flexibility to as he wished after the elections, the same freedom would apply to Israel. And to Israel's peril.
11:58 AM on 10/25/2012
The entire world, including every EU country blamed Israel. Obama was the only head of state who did not. So even there, he was with Israel. Ane then he helped coordinate the sabotage of the Greek fortilla so it was not able to set sail. Your dislike od Obama is not reasonable.

Exactly.
Any president who was really concerned with human rights would have laid the blame for the murder of an innocent American citizen and other humanitarians squarely where it belonged - at the feet of ISRAEL!!
08:36 AM on 10/26/2012
An "innocent Americam" went to a war zone and stood in front of a tractor. She wasn't killed in her bed, walking down the street, dancing at a disco or riding a bus. Israelis who have died in THIS manner are innocent.
