Trump is due to be briefed by intelligence agency chiefs on Friday on hacks that targeted the Democratic Party. President Obama will be briefed on Thursday.
His ideas on computer safety may embolden cybercriminals, they say.
The intelligence report is titled “Russian Malicious Cyber Activity.”
The president-elect says he knows a lot about hacking, and hacking is very difficult to prove.
"When you attack a country, it's an act of war."
The report included samples of malicious computer code.
NSA apparently learned successful tactics tracking Russian cyberattack on murdered journalist Anna Politkovskaya.
The malware was able to retrieve communications and some locational data from infected devices.
That goes against Obama's statement that the attacks ended after he spoke to Putin in September.
