St. Paul officials planned to set a trap on the roof in order to bring the animal down safely.
The state attorney's office said the teacher did not intend to "torture or torment" the animals.
One mother said her son came home crying after the incident.
"We cannot (and do not) make any claims about how intelligent they are."

An officer was "pawsitively surprised" when the critter hitched a patrol car ride.
The little bandit apparently escaped unharmed.
